Full Job Description
This leadership role is responsible for overseeing project estimating, budgeting, forecasting, and cost control activities across complex construction programs. The cost manager serves as a key business partner to project teams, providing financial oversight, cost analysis, and strategic guidance to ensure projects are delivered on budget and aligned with client objectives.

The ideal candidate is a seasoned cost management professional with extensive experience in construction cost engineering, estimating, project controls, and financial forecasting. This individual will lead a team of cost professionals, collaborate closely with project managers and stakeholders, and drive best practices across project cost management processes.

Responsibilities
  • Lead all aspects of project cost management, including estimating, budgeting, cost control, cash flow analysis, forecasting, and financial reporting.
  • Develop and maintain project budgets, cost plans, and forecasting models throughout the project lifecycle.
  • Monitor project expenditures, identify cost risks, and implement corrective actions to maintain budget compliance.
  • Analyze project specifications, drawings, schedules, and scope requirements to support accurate cost projections and decision-making.
  • Provide detailed cost reporting and performance metrics to project leadership and clients.
  • Lead, mentor, and manage a team of cost engineers and cost control professionals, including workload planning, resource allocation, and performance oversight.
  • Establish priorities and assign responsibilities to ensure deliverables are completed accurately and on schedule.
  • Coordinate with project management, accounting, scheduling, and project controls teams to ensure seamless integration of project financial data.
  • Support project planning efforts through cost trend analysis, variance reporting, and risk assessments.
  • Ensure compliance with company policies, procedures, quality standards, and project controls requirements.
  • Review and validate cost engineering deliverables prior to quality control and client submission.
  • Drive continuous improvement initiatives to enhance cost management processes, tools, and reporting capabilities.
  • Provide leadership on complex and high-visibility projects requiring sound judgment, strategic thinking, and problem-solving skills.


Qualifications
  • Bachelor's degree in Construction Management, Engineering, Finance, Quantity Surveying, Project Management, or a related field.
  • Minimum 12 years of experience in construction cost management, cost engineering, estimating, project controls, or related disciplines.
  • Proven experience managing cost control efforts on large-scale construction programs and capital projects.
  • Demonstrated leadership experience managing and developing cost engineering or project controls teams.
  • Strong understanding of construction methodologies, project delivery processes, and industry best practices.
  • Proficiency with cost management, estimating, and project controls software applications.
  • Advanced analytical, forecasting, budgeting, and financial reporting skills.
  • Excellent communication, presentation, and stakeholder management abilities.
  • Ability to make independent decisions and exercise sound judgment on complex business and project issues.

Preferred Qualifications
  • Professional certifications such as CCP, PSP, PMP, CEP, CCE, or equivalent.
  • Experience supporting large infrastructure, transportation, mission-critical, industrial, or commercial construction projects.
  • Expertise in earned value management, trend analysis, risk management, and project performance reporting.


Compensation Range:
$118,489.97 - $135,417.11
