Controller Job Summary:The Controller is responsible for the accuracy, integrity, and timely reporting of financial information across the organization's government-funded programs and administrative operations. This position oversees general accounting, financial reporting, cash management, payroll, accounts payable and receivable, budgeting, grant accounting, cost allocation, audit preparation, and financial systems and procedures. The Controller establishes and monitors effective internal controls and ensures compliance with generally accepted accounting principles, federal Uniform Guidance requirements, funding-source regulations, grant and contract terms, and UMOS policies. The Controller supervises Finance Department staff and serves as a responsive, solutions-oriented financial partner to program and support-services leadership, recognizing these departments as Finance's internal customers. The Controller maintains an understanding of their operations, funding requirements, priorities, and challenges and provides timely, accurate, and practical financial guidance while maintaining appropriate internal controls, regulatory compliance, fiscal accountability, and responsible stewardship of organizational resources.
Controller Job Responsibilities:1. Assists with all activities and fiscal responsibilities of the agency's division of finance; implements and maintains an accounting system which addresses the agency's financial responsibilities, safeguards, and controls necessary to conduct all financial activities.
2. Responsible for a broad range of strategic planning and financial modeling and provides financial insight and recommendations to both the short- and long-term growth of the organization
3. Responsible for all financial statements of UMOS and their compliance with accepted accounting principles.
4. Responsible for overall cash management.
5. Provides overall guidance and management of the payroll system, accounts payable and receivable processes.
6. Supervises the Accounting Department staff. Promotes a customer-service culture within the Finance Department by establishing expectations for timely responses, clear communication, respectful interactions, practical problem-solving, and appropriate follow-through when assisting program and support-services departments.
7. Lead the development and ongoing monitoring of departmental, program, and project budgets under the direction of the CFO. Review actual revenues and expenditures against approved budgets, identify and communicate significant variances, and ensure financial activity complies with applicable grant, contract, and funding-source requirements
8. Manage budgeting systems which provide control of expenditures made to conduct activities, directly and indirectly related to program operations; as well as other activities relating to investments, construction, and other matters.
9. Direct activities related to devising and installing accounting systems and related procedures; conducts audit of operations to ascertain needs of programs, departments, and organizational functional areas.
10. Conducts continuing assessments of the effectiveness of controls, accuracy of financial records, and efficiency of operations and prepares reports and recommendations for management.
11. Analyzes past and present financial operations and estimates future revenues and expenditures to prepare budgets.
12. Assists with the development and maintenance of and manages the adherence to Financial Policy and Procedures and Purchasing Policy and Procedures.
13. Prepares all financial statements for year-end audit (including Statement of Cash Flow, Statement of Financial Position, Statement of Activities, Statement of Functional Expense), annual filing with State's we operate within, and annual submission of indirect cost proposals.
14. Provide operational financial information and supporting documentation for presentations to the Board of Directors and its committees, as requested by the CFO, CEO, or Board leadership. This entails extensive interaction with board of directors, various departments, and internal/external stakeholders.
15. Maintain current knowledge of accounting standards, government grant requirements under 2 CFR Part 200, nonprofit financial practices, and regulatory developments affecting the organization.
16. Performs other duties as assigned.
Controller Job Qualifications:1. BBA or BS degree with a major in accounting.
2. Certified Public Accountant (CPA) preferred.
3. A minimum of 10 years of audit, finance, accounting, systems, and business experience
4. A minimum of 5 years of recent experience in a lead financial role with responsibility for accounting, budgeting, payroll, and cash management.
5. Experience in customizing and managing computerized accounting systems and has advanced level Excel skills.
6. Strong technical and analytical skills with the ability to build financial models and forecasts.
7. Knowledge of Office of Management and Budget Circulars regarding non-profit organizations.
8. Must have a vehicle and adequate auto insurance, must be able to travel and work irregular hours.
9. Ability to communicate and foster teamwork with Administration and Program staff
10. Must be able to utilize confidential client information for the purpose of substantiating program compliance.
11. Good written and oral communications and problem-solving skills.
