Contracts/Subcontracts Manager:The Contracts/Subcontracts Manager is responsible for the overall life-cycle of a contract/subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Supports business development activities on new pursuits and proposals, by initiating the Contract/Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability, and quality management system assessments. Support government, customer and internal contract audits as required.
Essential Functions:- Drive all aspects of major contract/subcontract execution (cost, schedule, technical, quality) and full integration of the contract/subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.
- Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
- Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience.
- Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
- Subject Matter Expert with advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.
- Expert at problem-solving by leveraging experience and through analysis of data
- Expert understanding of Contracts/Subcontracts relationship with other functions such as Program Management, Finance, Technology, Quality, Business Development and others.
- Accountable to Program Manager, Business Development, Operations, etc.
- Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Operations Leadership.
- Work closely with Operations, Program Management and Technical personnel, to support/manage high-dollar value proposals, contracts, and subcontracts
- Understanding of Intellectual Property (IP) and Patent requirements
- Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance.
