DESCRIPTION OF PROJECT AND TASKS:

Position Summary
JTSI is seeking a Contracts & Program Manager to oversee the administration and execution of Federal Government contracts while ensuring compliance with contractual requirements and supporting successful program delivery. This role serves as the primary liaison between Government customers, Contracting Officers, CORs, subcontractors, and internal teams to ensure contract performance, customer satisfaction, and operational excellence.

Key Responsibilities
 Manage Federal Government contracts from award through closeout.
 Review contracts, task orders, modifications, and Statements of Work (SOWs) to ensure compliance with contractual requirements.
 Research and identify federal contracting opportunities aligned with JTSI's capabilities.
 Monitor SAM.gov, agency forecasts, IDIQ vehicles, GWACs, BPAs, and task-order opportunities.
 Support opportunity qualification and maintain the pipeline/capture tracker.
 Research customers, incumbents, competitors, contract vehicles, and procurement history.
 Support customer meetings, industry days, networking events, and capability briefings.
 Coordinate contract startup activities, including CAC onboarding, personnel onboarding, security requirements, and award kickoffs.
 Monitor contract performance, deliverables, CDRLs, reporting requirements, and compliance obligations.
 Support subcontract administration and ensure contract flow-down requirements are met.
 Maintain Government Furnished Equipment (GFE) records and contract documentation.
 Prepare and distribute weekly program status reports and facilitate regular customer meetings.
 Manage compliance requirements on all existing vehicles
 Identify and resolve contract and program issues, escalating risks as appropriate.
 Support proposal efforts by reviewing RFPs, preparing compliance checklists, and coordinating contractual requirements.

Qualifications
 Bachelor's degree in business, Contracts Management, Project Management, or a related field (or equivalent experience).
 5+ years of experience in Federal Government contract administration, program management, or a related field.
 Knowledge of FAR/DFARS, Government contracting, and subcontract administration.
 Experience working with Government customers, Contracting Officers, CORs, and subcontractors.
 Strong organizational, communication, and problem-solving skills.
 Proficiency with Microsoft Office and collaboration tools.

Preferred Qualifications
 Experience supporting DoD or Federal civilian agencies.
 PMP, CFCM, CPCM, or similar professional certification.
 Experience with proposal support and business development.
