Job DescriptionTHE WORKLockheed Martin is seeking an experienced contracts professional to lead proposal development, proposal negotiations and contract execution of both international and commercial based contracts for Undersea Mission Systems (UMS) market segment within the C6ISR business unit. This mid-level position will be responsible for contractual oversight of a diverse portfolio that spans Direct Commercial Sales and International based contracts. Success in this role requires deep expertise in contract negotiation, rigorous compliance oversight, and the ability to partner with cross-functional teams to safeguard program interests while fueling business growth.This position will require the ability to collaborate, provide contractual guidance and support cross-functional team members (e.g. Legal, Program Management, Finance, etc.) as needed. Additionally, the ability to analyze and mitigate contractual risks as well as develop contingency plans to minimize potential losses are key elements of this position. Lastly, the candidate should have a working knowledge and experience with financial instruments, such as Corporate Guarantees, performance bonds, bid bonds and letters of credit are required.
Strategy & Compliance - Design and enforce contracts-management frameworks that align with corporate policies, procedures, and all applicable regulatory requirements (e.g.: Export controls, Corporate Treasury Compliance, etc.).Contract Negotiation & Contract Execution - Lead complex proposal negotiations and manage the life-cycle execution of international and U.S. Government contracts, ensuring favorable terms and risks are understood and mitigated.Risk Management - Conduct detailed risk assessments; develop mitigation plans and alternative execution strategies; monitor and adjust as contracts evolve.Proposal Coordination - Oversee proposal generation and submission; collaborate with Business Development, Legal, Program Management, Finance, and other functions to reconcile cost, schedule, and technical changes.Innovative Problem Solving - Apply contractual creativity and ingenuity to resolve high-complexity issues that impact program performance.Stakeholder Relationship Management - Build and sustain strong relationships with internal and external customers; ensure transparent communication that supports future growth opportunities.

Standard Job DescriptionPerform contracts management functions across the spectrum of actions associated with providing supplies and services, from capture through proposal, contract award, and all phases of contract administration. Provide business advice and guidance to and coordinate with other functions including program management, finance, legal, subcontracts, business development, engineering, human resources, accounting, and compliance to effectively manage a breadth of responsibilities, including contract solicitations / capture, negotiations, and contract terms, including fulfillment of related obligations. Serve as authorized, empowered representative for the Company as interface with Customer buying representatives responsible for building effective relationships and managing contracts to support business goals and objectives. Coordinate solutions to contractual issues and Customer concerns related to Company performance. Ensure contractual compliance with all laws and regulations, and adherence to Delegation of Authority and approval requirements for proposals and contractual actions. Lead and support audits, as appropriate, with internal and external audit teams and agencies to support contract-related activities and verify compliance. Ensure final contract documents are consistent with agreements reached at negotiations. May plan and participate in training of contract practices within Company. Collect contractual data and compiles reports in response to Corporate and Business Area requests.
Basic Qualifications5+ years leading contract negotiations, including competitive bidding environments.
Expert knowledge of contract closeout processes and proceduresProficiency with Microsoft Office & Teams Applications (e.g. Excel-pivot tables, macros, charts, import/export, PowerPoint-storytelling, data, charts, import/export, Outlook-calendar management)
Extensive knowledge of Direct Commercial Sale and International Contracts
Effective negotiation and problem-solving skills
Desired SkillsAdvanced degree and professional certifications (e.g. CPCM™, CFCM™, CCCM™) are preferred
Experience with Executive Proposal Process requirements with an ability to efficiently brief senior leadership
Strong business acumen with the ability to clearly recognize risk elements in business transactions and providing governance to the program team in carrying out the terms of the contract.
Excellent verbal and written communication skills with an ability to multi-task in a fast-paced setting
Pay InformationFull-Time Salary Range: $81500.00 - $151300.00
