ICF is seeking an experienced
Contract Manager to support FEMA Public Assistance (PA) Technical Assistance Contract programs and disaster recovery operations. The
Contract Manager will oversee administrative activities associated with the full contract lifecycle, including procurement support, contract implementation, performance monitoring, modifications, payment administration, compliance, and stakeholder coordination.
This role will work closely with program leadership, clients, contractors, subcontractors, and internal stakeholders to ensure contractual requirements are met and contract objectives are achieved. The successful candidate will bring extensive contract management experience and the ability to operate effectively in a dynamic disaster response and recovery environment.
Position Location - This position is 100% remote within the 48 contiguous United States and will primarily support East Coast business hours. Candidates in the Reston, Virginia area may work on a hybrid schedule at ICF's corporate headquarters. Infrequent travel to ICF offices, customer locations, or project sites may be required.
Key Responsibilities - Manage the full contract lifecycle, including solicitation review, invitation to bid, bid evaluation, contract award, implementation, administration, modifications, and closeout.
- Monitor contractor performance and contract compliance to ensure obligations, deliverables, program requirements, and contract objectives are met.
- Review and interpret contract terms and conditions; identify contractual risks, compliance concerns, gaps, and potential operational impacts; and recommend appropriate solutions.
- Administer contract modifications, scope changes, and other contractual adjustments throughout the period of performance.
- Measure and document completed work, validate contract deliverables, and support the accurate computation and administration of payments.
- Serve as a primary contract point of contact and coordinate with FEMA representatives, program leadership, clients, contractors, subcontractors, and internal stakeholders to resolve contract-related issues.
- Maintain complete contract files, records, reports, and supporting documentation in accordance with client requirements, company practices, and applicable regulations.
- Support business and price proposal development, pricing reviews, contract transitions, and other activities for new and existing programs.
- Provide oversight and guidance to contract administration staff, as assigned, and coordinate workload to support proposal and program teams effectively.
Required Qualifications - Bachelor's degree in accounting, business, finance, law, contracts, or a related field.
- Minimum of 10 years of experience in contract management and/or a related field.
- Minimum of 120 hours of continuing professional education in contract management, procurement, business, finance, law, or related disciplines.
Preferred Qualifications - Experience supporting FEMA disaster recovery programs.
- Experience supporting FEMA Public Assistance (PA) programs.
- Experience supporting FEMA Public Assistance Technical Assistance Contracts (PA TAC).
- Experience supporting contracts associated with disaster response, disaster recovery, emergency management, resilience, or grant-funded programs.
- Experience administering large-scale government contracts, task orders, indefinite delivery/indefinite quantity contracts (IDIQs), blanket purchase agreements (BPAs), or similar contract vehicles.
- Experience supporting state, local, tribal, territorial, and federal government clients.
- Knowledge of FEMA Public Assistance policy, grant management processes, and recovery operations.
- Working knowledge of the Federal Acquisition Regulation (FAR) and federal grant compliance requirements.
- Experience supporting proposal development, contract transitions, and contract closeout activities

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$74,090.00 - $125,954.00
