The Construction Quality Manager - Electrical & Instrumentation (E&I) is responsible for providing leadership, direction, and oversight of the electrical and instrumentation aspects of the Construction Global Practice (GP) Quality Management System (QMS), including development of E&I-specific program elements, for Design-Build construction projects executed across multiple locations. This role assures that electrical and instrumentation construction activities are planned, executed, inspected, tested, and documented in full compliance with construction practices and the contract documents. Partner closely with project leadership, engineering, clients, subcontractors, and quality personnel to integrate E&I quality throughout the project lifecycle, from project set-up through construction and final turnover, while proactively mitigating risk and promoting continuous improvement.

Essential Functions
  • Define, communicate, and reinforce Construction Quality Plan requirements with the project management team, as they apply to electrical and instrumentation scopes.
  • Actively develop, issue, and maintain the E&I components of the Construction Quality Plan, including specific inspection processes, documentation, and testing requirements, in accordance with project specifications, codes, and jurisdictional requirements.
  • Collaborate with the project teams to implement key processes and application methods for E&I construction activities.
  • Provide strategic quality leadership to project teams, supporting quality integration from project set-up through project closeout for E&I scopes.
  • Coach, train, and mentor field quality personnel on the Construction Quality Management System, including required quality verifications to ensure compliance with project specifications related to E&I work.
  • Drive continuous improvement of the Construction Quality Management System through recommendations and system enhancements, including improvements related to E&I quality execution.
  • Confirm conditions adverse to quality are identified, documented, dispositioned, tracked, and closed through final acceptance, including E&I and instrumentation nonconformances.
  • Develop, review and confirm compliance of subcontractor quality submittals and Inspection and Test Plans (ITPs) and project specifications for electrical and instrumentation scopes.
  • Confirm Special Processes are developed, reviewed, and executed, using qualified personnel, to meet project specifications, including electrical testing and system verification of medium- and high-voltage distribution systems.
  • Proactively communicate quality risks, issues, and improvement opportunities to project sites without onsite support and elevate concerns to the project management team as needed, with emphasis on E&I risks.
  • Promote consistent tracking and reporting of quality metrics to support performance monitoring and continuous improvement for E&I activities.
  • Confirm turnover documentation is complete and accurately reflects project scope and execution for successful closeout, including E&I inspection and testing documentation.
  • Act as a liaison between the Project Manager and Jurisdictional Authorities and Authorized Inspection Agencies for E&I quality matters, as required.
  • Perform hands-on site assessments and field audits to confirm effective implementation of the Construction Quality Management System for E&I scopes.
  • Participate and support the Root Cause Investigations and Corrective Action resolution process for E&I quality issues, as applicable.
  • Comply with all Safety & Health requirements and monitor construction activities to ensure adherence to safety standards.
  • Participate in the Task Safety Observations (TSO's) process and define corrective measures for problem areas.
  • Provide leadership and oversight of the implemented quality programs at field locations to confirm consistent compliance with project specifications and regulatory requirements for E&I work.

Qualifications
  • Bachelor Degree in Engineering, Construction, Welding Technology, Nondestructive Examination or related field. and 7 years managing and implementing quality control procedures required

  • High School Diploma/GED and 11 years managing and implementing quality control procedures required
  • Proven experience developing quality programs, ITPs, and construction forms.
  • Strong knowledge of electrical distribution systems, mission-critical systems, and building systems integration and controls.
  • Experience with construction testing methods including insulation resistance, functional testing, and system startup.
  • Experience on mission-critical/data center or advanced manufacturing projects preferred.
  • Professional Engineer (PE), NICET, or ASQ (CQE/CQM) certification preferred.
  • Experience with digital quality management and turnover systems preferred.
  • Strong understanding of construction practices of construction practices for commercial, industrial, and mission-critical environments.
  • Ability to translate technical and client requirements into practical inspection processes and forms.
  • Ability to operate effectively in fast-paced, schedule-driven environments, including data centers.
  • Strong leadership and influence across subcontractors and field teams.
  • High attention to detail with a focus on documentation quality and turnover completeness.
  • Must be detailed oriented.

  • Familiarity with installing Transmission and Distribution assets including substations and overhead transmission lines.
  • Familiarity with PHMSA, 49 CFR Part 192, Transportation of Natural Gas and Other Gas by Pipeline and 49 CFR Part 195, Transportation of Hazardous Liquids by Pipeline.
  • Familiarity with concrete, steel, mechanical, and special processes including welding.
  • Familiarity with heavy industrial applications including oil, gas, chemical, and power.
  • Experienced with multi-disciplined work scopes (i.e., civil, concrete, structural, mechanical, piping, etc.)
  • Familiar with Power, Substations, Manufacturing and Transmission Lines
  • Certified Welding Inspector-AWS preferred.
