Full Job Description
Procon is seeking an experienced Construction Project Manager to provide full-time, onsite construction management and owner's representative services in support of federal construction projects. This role is ideal for a construction professional with strong renovation experience, technical expertise, and the ability to coordinate effectively among government stakeholders, design teams, contractors, and consultants.

Requirements
Qualifications and Skills

  • Minimum 5 years of experience in construction management, architecture, engineering, and/or construction, with demonstrated experience managing projects of similar size, scope, and complexity.


  • Proven experience with renovation and rehabilitation projects involving waterproofing, water-infiltration remediation, structural concrete/slab repairs, building envelope systems, courtyards, plazas, hardscape, landscaping, or similar exterior improvements.


  • Strong onsite construction management and Owner's Representative experience, including field inspections, RFIs, submittals, schedules, change orders, pay applications, quality control, and contract administration.


  • Experience managing construction in occupied, operational, or secure facilities; federal, GSA, courthouse, or other government facility experience is highly desirable.


  • Strong knowledge of construction drawings, specifications, applicable codes, safety requirements, quality standards, and construction documentation.


  • Demonstrated ability to coordinate effectively with owners, government representatives, contractors, architects/engineers, consultants, and other stakeholders while identifying and resolving project risks.


  • Experience with federal project documentation and processes, including IGEs, SOWs, acquisition support, commissioning, and project closeout, is highly desirable.


  • Excellent written and verbal communication, organization, technical judgment, and reporting skills.


  • Ability to work full-time onsite in Honolulu, Hawaii, including occasional nights and weekends as project needs require.


Responsibilities and Duties

  • Serve as the onsite Construction Project Manager and Owner's Representative, providing daily oversight of construction activities.


  • Inspect work for compliance with contract documents, drawings, approved submittals, applicable codes, quality standards, safety, and security requirements.


  • Manage RFIs, submittals, schedules, change orders, pay applications, testing and inspections, project logs, and construction documentation.


  • Review contractor schedules, progress, change proposals, and payment applications for accuracy and alignment with field conditions.


  • Lead project meetings, prepare meeting minutes, track action items, and coordinate with owners, contractors, architects, engineers, commissioning agents, and consultants.


  • Monitor contractor quality control and safety programs and proactively identify schedule, cost, quality, and field risks.


  • Prepare daily field reports, risk assessments, technical briefings, Independent Government Estimates (IGEs), Statements of Work (SOWs), and other professional project deliverables.


  • Support acquisition, procurement, contract administration, project startup, and closeout activities, including warranties, as-builts, punch lists, and commissioning documentation.


  • Serve as a key liaison between the government, contractors, design professionals, and other project stakeholders.
