Full Job Description
As a Program Manager for Quality and Commissioning within the Global Facilities & Construction (GFAC) organization, you will lead the development, governance, and control of enterprise frameworks across Micron's U.S. capital construction programs. This role is responsible for establishing and deploying standards, and execution frameworks that enable quality and commissioning to be consistently defined, tracked, and delivered throughout project life cycle to final turnover.
You will implement structured processes, tools, and performance controls that ensure requirements are embedded into delivery, and measurable throughout execution. Through program governance, reporting, and continuous improvement, you will drive compliance, and predictable project outcomes. This role serves as the primary GFAC liaison across construction, engineering, commissioning, and operations, ensuring alignment of requirements and disciplined execution. You will oversee enterprise data management to ensure quality and commissioning work to support long-term operations.
Responsibilities
• Implement program governance for enterprise-wide quality and commissioning management plan, including standards, and delivery process controls, to ensure consistent execution across capital programs.
• Define and maintain GFAC quality and commissioning requirements across the project lifecycle, from planning through turnover.
• Ensure quality and commissioning requirements are embedded into project delivery processes, contract documents, execution plans, and construction standards.
• Establish tools, metrics, and reporting to provide clear access to performance, progress tracking, and issue identification for leadership decision-making.
• Oversee risk-based quality planning and verification processes, including DFOW strategies, Inspection & Test Plans (ITPs), and integrated system startup and validation.
• Support operational readiness and turnover, ensuring systems are commissioned, documented, and delivered with required training and lifecycle documentation.
• Serve as the program domain expert across construction, engineering, commissioning, and facilities teams to agree on expectations, and resolve issues.
• Promote and enforce Micron's safety standards, partnering with internal and contractor teams to support a zero-incident work environment.
Minimum Qualifications
• Bachelor's degree in Engineering, Construction Management, or related field
• 8+ years of experience in capital project delivery, commissioning, quality, or construction management
• Experience developing and deploying program-level standards and performance frameworks
• Strong understanding of project lifecycle from planning through construction, commissioning, and turnover
Preferred Qualifications
• Experience in large-scale capital programs (semiconductor, advanced manufacturing, pharmaceutical, oil & gas, or similar)
• Familiarity with ISO 9001 principles, risk-based quality systems, and clean build protocols (e.g., SEMI standards)
• Familiarity with commissioning frameworks, quality management systems, and safety programs in multinational environments
• Professional certifications (e.g., ASHRE, BCxA, BCxP, CxA, QCxP, CQE)
