ICON is seeking a Construction Procurement Manager to join its Construction Operations team in Austin, TX. This role sits at the center of ICON's post-award project execution engine: translating approved RFP buyout decisions into executed subcontracts, purchase orders, and compliant vendor agreements that keep projects on schedule and on budget. The ideal candidate brings hands-on construction procurement experience, a detail-oriented approach to contract administration, and the organizational discipline to manage multiple active projects simultaneously across ICON's growing national portfolio. Success in this role requires a working knowledge of subcontract structures, insurance and lien requirements, invoice processing workflows, and trade partner management - all applied within a fast-paced, technology-driven construction environment unlike any other in the industry. **RESPONSIBILITIES:** - Prepare, issue, and execute subcontracts and purchase orders following RFP buyout decisions, ensuring full alignment with project scope, approved budget, and schedule requirements. - Translate coordinated scopes of work into complete subcontract agreements, incorporating appropriate flow-down terms, insurance requirements, safety provisions, indemnification language, and risk-management clauses. - Maintain and verify all vendor compliance documentation - including COIs, W-9s, executed lien waivers, bonding requirements, licenses, and qualification records - for all active subcontractors and suppliers. - Coordinate with Project Managers, Construction Managers, and Estimators to confirm subcontract values align with approved budgets, buyout targets, and RFP-level scope assumptions before execution. - Maintain procurement logs, buyout trackers, and material delivery schedules; proactively flag scope gaps, compliance issues, or delivery risks to the project team. - Partner with Accounts Payable to ensure timely and accurate processing of subcontractor and supplier invoices; verify alignment with executed agreements, approved schedules of values, and project cost codes. - Support financial controls by maintaining up-to-date committed cost records, forecasting procurement exposure, and reporting budget variances to project management and accounting. - Draft and issue subcontract change orders in accordance with ICON's change management process; maintain change log documentation for all affected agreements. - Coordinate procurement of long-lead materials and specialty components, managing lead times and delivery schedules in alignment with the project construction timeline. - Monitor market conditions, regional vendor availability, and pricing trends to support active project buyouts and inform estimating on future opportunities. - Identify, prequalify, and build working relationships with trade partners capable of supporting ICON's high-velocity, design-build construction model with a focus on quality, reliability, and capacity. - Support continuous improvement of procurement workflows, contract templates, compliance checklists, and approval processes across the BuildOps organization. **MINIMUM QUALIFICATIONS:** - 4+ years of construction procurement, subcontract administration, or contract management experience within a general contracting or design-build organization. - Bachelor's degree in Construction Management, Business Administration, Supply Chain, or related field - or equivalent professional experience. - Working knowledge of subcontract structures, construction scopes, cost drivers, and sequencing as they relate to procurement timing and vendor engagement. - Demonstrated ability to negotiate, draft, and administer subcontracts and purchase orders for concurrent, schedule-driven construction projects. - Experience with Procore or comparable construction project management and procurement platforms. - Proficiency in Microsoft Office Suite; comfort with data-driven procurement tracking in Excel, Smartsheet, or similar tools. - Strong command of compliance documentation requirements: COIs, lien waivers, W-9s, vendor qualification records, and insurance verification. - Ability to read and interpret construction drawings, specifications, scopes of work, and contract documents. - Excellent written and verbal communication skills with high attention to detail and strong organizational discipline. - Familiarity with residential, multifamily, or mixed-use commercial construction project delivery.
