About the RoleWe are seeking an experienced
Construction Manager - Site Enabling & OSBL to support the execution of a major capital project within a highly regulated manufacturing environment.
The Construction Manager will serve as the
Owner's representative responsible for field construction oversight of site enabling, infrastructure, utilities, ancillary facilities, and Outside Battery Limits (OSBL) construction activities.
This position will provide leadership and oversight of contractors and Construction Management teams while coordinating closely with Operations, Engineering, and project stakeholders to ensure safe, high-quality, and timely execution.
Key ResponsibilitiesSite Enabling & Infrastructure Construction- Oversee construction activities associated with site enabling and infrastructure work.
- Manage execution associated with roads, grading, drainage, demolition, temporary facilities, laydown areas, and site logistics infrastructure.
- Monitor execution of utility infrastructure projects and utility distribution systems.
- Support construction oversight of ancillary buildings and supporting site facilities.
- Ensure infrastructure projects are executed in support of PC21, PC27, and long-term site objectives.
Utilities & Brownfield Interfaces- Coordinate brownfield tie-ins, utility outages, and operational interfaces with site stakeholders.
- Support implementation of the Utilities and CSA Tie-In WPO strategy.
- Coordinate construction interfaces involving existing site infrastructure.
- Facilitate coordination between infrastructure contractors, Operations, Engineering, and project teams.
- Support Owner-side decision-making necessary to safely execute tie-ins and maintain construction progress.
Construction Oversight & Governance- Provide Owner-side field leadership across assigned enabling and OSBL work packages.
- Oversee Construction Management and contractor execution activities.
- Monitor field progress, contractor performance, productivity, and construction quality.
- Review contractor work plans, look-ahead schedules, and recovery plans.
- Identify and escalate field constraints and support timely resolution.
- Ensure construction remains aligned with approved scope, safety requirements, schedule, and project milestones.
Safety Leadership- Champion Owner HSE expectations and applicable project safety programs.
- Participate in field safety walks, audits, contractor reviews, and incident investigations.
- Verify contractor compliance with project safety requirements.
- Support proactive construction-risk identification and mitigation.
Quality, Turnover & Project Readiness- Partner with Construction Quality Leads to support first-time-right execution.
- Coordinate construction readiness and turnover of enabling projects to downstream project teams.
- Monitor mechanical-completion and turnover readiness.
- Support punch-list management and turnover planning.
- Ensure enabling and infrastructure activities support downstream construction and CQV requirements.
Minimum Qualifications- 15+ years of construction experience supporting large capital projects.
- Experience in Owner, EPCM, or Construction Management oversight environments.
- Strong understanding of construction safety, quality, turnover, and contractor management.
- Experience with site infrastructure, utilities, CSA, or site-enabling construction.
- Experience coordinating brownfield tie-ins and utility outages is highly desirable.
- Ability to coordinate multiple contractors, disciplines, Operations, Engineering, and project stakeholders.
- Strong field leadership, communication, planning, and problem-solving skills.
- English required.
- Spanish strongly preferred.
- OSHA 30 preferred.

- Expected Work Schedule: Approximately 50 hours per week
- Contract Duration: Approximately 1 year with potential renewal
- Travel: Limited; occasional travel to vendor sites may be required
