The Construction Manager Lead provides senior field leadership for Construction Management Services (CMS) supporting post-Hurricane Lowell damage assessment, stabilization, facilities repair, and recovery operations across Kauaʻi. The position coordinates construction execution across multiple work locations and serves as the primary field interface between the CMS team, contractors, subcontractors, and Government representatives.
Responsibilities

- Leads field execution of facilities assessment, stabilization, repair, restoration, and recovery activities.
- Coordinates multiple construction teams and geographically dispersed work sites.
- Translates Government priorities and approved scopes into executable field activities.
- Directs daily construction coordination, sequencing, scheduling, and resource requirements.
- Coordinates contractors, subcontractors, specialty trades, logistics, safety, and quality control activities.
- Reviews construction plans, work packages, schedules, estimates, and repair approaches for constructability and execution.
- Monitors progress, workmanship, schedule performance, and resource utilization.
- Identifies construction risks, conflicts, deficiencies, and potential schedule impacts and drives timely resolution.
- Coordinates emergency repairs and mission-critical restoration activities requiring rapid mobilization.
- Conducts site walks, progress meetings, quality reviews, and coordination meetings with Government and contractor personnel.
- Ensures construction activities comply with contract requirements, approved plans, safety requirements, and applicable Government standards.
- Provides daily status and executive-level reporting on progress, risks, constraints, and recovery priorities.
- Supports transition from emergency stabilization to permanent repairs and closeout.
Qualifications
- 10+ years of construction management experience, with significant experience managing facilities repair or construction activities.
- Demonstrated experience leading multiple construction activities, contractors, and subcontractors simultaneously.
- Experience supporting Federal/DoD construction, facilities, or recovery programs preferred.
- Strong knowledge of construction sequencing, scheduling, cost, quality, safety, and field execution.
- Demonstrated ability to operate effectively in emergency, recovery, and resource-constrained environments.
- Strong leadership, communication, coordination, and problem-solving skills.
- Bachelor’s degree in Construction Management, Engineering, Architecture, Facilities Management, or a related field preferred.
- Construction Management certification or PMP preferred.
- Experience supporting NAVFAC, USACE, DoD installations, or military facilities preferred.
- Hurricane, disaster recovery, emergency response, or accelerated repair experience preferred.
