We are seeking a decisive, proactive and adaptable Construction Manager, Land Development, responsible for the planning, tendering, management, coordination, and execution of land development construction activities required to facilitate the servicing & development of subdivision phases, as well as the completion of community features required to support municipal assumption.

  • University Degree in Engineering, Planning or a related discipline, or a college diploma related to Construction Engineering Technology, Civil Engineering Technology, or similar field
  • 3 - 5 years of relevant experience in a similar role within a land development, construction, or related environment
  • Proficiency in Microsoft Office applications, including Word and Excel, as well as AutoCAD and SharePoint programs
  • Valid G-class driver's license and access to a reliable vehicle

  • Coordinate, review, and evaluate construction tenders, including servicing, community completion and landscaping contracts
  • Prepare contracts and supporting documentation for execution
  • Prepare, maintain, and forecast construction budgets, including:
    • Maintain and update construction databases and cost tracking systems
    • Analyze and accurately forecast earthworks and servicing costs
    • Oversee PPC tracking, payment, and the management of provisional items, extras, and change orders
    • Conduct monthly ledger reviews and prepare quarterly ECCs
  • Monitor and control project costs, proactively identifying potential cost risks and developing solutions to mitigate impacts prior to expenditure
  • Schedule, manage and oversee contract execution to ensure project milestones and deadlines are achieved for various construction activities relating to civil and landscape construction
  • Proactively manage and coordinate trade partners, consultants, and contractors to support the timely and effective delivery of construction activities
  • Track Letters of Credit, reduction requests, and coordinate reductions with municipalities
  • Plan, coordinate, and manage the assumption of subdivision phases to facilitate timely turnover to the municipality while minimizing deficiencies, delays, and associated costs
  • Schedule and lead construction progress meetings and internal site coordination meetings to ensure land development and community completion schedules are achieved
  • Liaise with internal warranty department to troubleshoot and resolve land development construction-related issues
  • Coordinate and communicate upcoming construction activities with internal departments to ensure appropriate planning and alignment across the organization
  • Liaise and coordinate with Sales and Marketing regarding community construction activities and anticipated impacts to operations
  • Maintain accurate and organized project documentation, records, and databases, ensuring information is current and readily accessible
  • Liaise with municipal staff and other public agencies to coordinate and resolve external construction and development-related matters
  • Other duties as required


  • Primarily office-based, with regular site visits, as required, to monitor and oversee land development construction activities and ensure work is progressing in accordance with approved plans, specifications, schedules, and quality standards
  • This is a full-time, in-person role
  • Work may involve exposure to weather, noise, dust, and high-risk activities
  • Ability to adapt to changing site conditions and priorities
  • PPE (hard hat, hi-vis & steel toes boots) is required at all times in field settings
  • Ability to travel to different projects throughout the City of Ottawa
