Construction Manager - San Francisco, CA

Position Summary

Davenergy Solutions is seeking a full-time, onsite Construction Manager to support the Department of Veterans Affairs at the San Francisco VA Medical Center as part of the Electronic Health Record Modernization (EHRM) Infrastructure Upgrades Program. This work is focused on building and information technology infrastructure improvements within an active healthcare environment, including telecommunications rooms and pathways, power, HVAC, grounding and bonding, and related systems needed to support EHRM.

The Construction Manager will serve as the Owner's Representative, supporting the Government in the oversight and coordination of construction activities. The position requires a practical construction background, strong documentation skills, and the ability to identify issues early and communicate them clearly to the Government team.

Primary Responsibilities
• Perform field inspections and observations to verify that construction materials, workmanship, and installed systems conform to contract drawings, specifications, approved submittals, applicable codes, and project requirements.
• Monitor construction progress, milestone dates, phasing, workflow, material deliveries, testing activities, and schedule adherence; identify potential delays or coordination issues for the Government team.
• Review and support project documentation, including submittals, RFIs, testing reports, schedules, and related construction documents, and provide clear written comments or recommendations.
• Prepare daily reports and maintain organized project documentation, including inspection reports, correspondence, photographs, deficiency logs, field observations, and other project records.
• Perform field verification of as-built conditions.
• Create and maintain a punch list, identifying, documenting, and tracking deficiencies, incomplete work, and omissions for Government review.
• Assist with estimating change orders and support evaluation of proposed changes, as requested.
• Assist with shutdown, outage, cutover, and phased-work coordination with VA facilities personnel, hospital operations, IT, contractors, and other stakeholders.
• Attend project meetings and coordinate with the Project Manager, VA staff, contractors, architects/engineers, and technical specialists.
• Assist with coordination of special inspections, equipment startup, testing, commissioning, punch lists, final inspections, turnover, and project closeout activities.
• Support site safety efforts through field observations and coordination with contractor's safety personnel and VA Safety.

Requirements

Relevant Experience and Knowledge
• Minimum of five (5) years of experience observing and monitoring construction projects.
• Experience in construction management, quality assurance/quality control, inspection, superintendent work, or owner-side construction support on commercial, healthcare, federal, or institutional projects.
• Knowledge of construction practices and techniques, including the proper application of construction materials and methods of installation.
• Ability to read, interpret, and coordinate construction drawings, specifications, submittals, and other contract documents.
• Familiarity with data centers, telecommunications rooms, structured cabling, fiber optic systems, pathways, low-voltage systems, power, HVAC, grounding, and bonding is highly desirable.
• Working knowledge of construction safety practices and familiarity with OSHA requirements.
• Familiarity with applicable building and life-safety codes and healthcare construction requirements is preferred.
• Strong written, verbal, and interpersonal communication skills, with the ability to prepare clear reports and work professionally with multiple stakeholders.

Education and Qualifications
• Prefer a degree in Construction Management, Engineering, Architecture, Information Technology, or a related field. Equivalent relevant construction management or IT experience may be substituted for formal education.
• Basic proficiency with Microsoft Office and electronic project documentation systems is required.
• Must be able to obtain required VA site and computer access by successfully completing applicable security screening and background investigation requirements, which may include fingerprinting, financial, and criminal background checks, as well as HSPD-12/PIV requirements.

Physical Requirements

Must be able to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds. Must be prepared to encounter all construction site conditions, including noise, dust, heights, odors, and enclosed spaces, and be physically capable of traversing sites with unstable footing, stairs, rough terrain, adverse weather, ladders, roofs, and other mobility-challenging conditions. Must possess the physical ability to take measurements, perform tests comparing in-place work to contract requirements, and observe work activities throughout the course of construction.
