MAJOR GOAL OF POSITION:Under limited supervision, the Construction Manager independently manages public works and capital improvement projects and serves as Butier's primary representative to assigned clients. Responsible for successful project delivery including scope, schedule, budget, quality, contract administration, stakeholder coordination, risk management, and client satisfaction. The performance of one employee can impact the entire service offered by Butier. Consequently, all employees have an important assignment-perform every task to the very best of their ability and consistently with Butier's excellent standards of performance.
DISTINGUISHING CHARACTERISTICS Construction Manager is the
mid-level project leadership classification within the Construction Management series. Incumbents independently manage assigned projects and exercise significant discretion and judgment regarding project execution. This classification differs from Assistant Construction Manager by its responsibility for independent project leadership and direct client management. It differs from Senior Construction Manager by its focus on project-level delivery rather than strategic program oversight, complex multi-project oversight, executive-level client relationships, and major business development responsibilities.
OVERSIGHT Supervision Received: Receives general directions from the Senior Construction Manager and/or the Project Director.
Supervision Given: Exercises direct supervision and organizes, plans, reviews, and evaluates the work of assigned field staff.
ESSENTIAL FUNCTIONSThe following essential functions are representative of the Construction Manager classification. Incumbents may not perform all of the listed functions and may be required to perform additional or different duties based on project assignments, client requirements, and business needs. The Construction Manager serves as the primary leader for assigned projects with responsibility for day-to-day project delivery, client management, contract administration, staff supervision, and overall project performance. Unlike the Assistant Construction Manager, who primarily supports project delivery activities, the Construction Manager is accountable for project outcomes and serves as the primary client representative. Unlike the Senior Construction Manager, whose responsibilities include strategic oversight of multiple projects, organizational leadership, major business development initiatives, and executive-level client relationships, the Construction Manager focuses on the successful execution and delivery of individual projects.1. Project Leadership and AccountabilityLead and manage public works, water infrastructure, and capital improvement projects from pre-construction through final closeout while maintaining accountability for project scope, schedule, budget, quality, safety, contract compliance, and stakeholder satisfaction.
- Project Team Interaction: Maintain responsive, effective, and ongoing interaction and communication with the Owner's Project Manager, Contractor, Engineer, Butier's sub-consultants, utilities agencies, regulatory agencies, operations personnel, and project stakeholders. Serve as the primary point of contact for assigned clients and provide leadership in coordinating project activities among all parties.
- Project Strategy and Execution: Develop and implement project management strategies, objectives, work plans, communication protocols, and project controls necessary to achieve successful project outcomes. Establish project priorities, coordinate team activities, and ensure alignment with owner expectations and contractual requirements.
- Communications Manual: Prepare and maintain a Construction Communications Manual, including project correspondence procedures, document control protocols, reporting requirements, stakeholder communication processes, and other project communication standards consistent with industry best practices and Butier requirements.
- Reporting: Prepare monthly construction progress reports in accordance with Owner and Butier standards. Reports shall provide a comprehensive overview of project status, budget performance, schedule progress, change orders, claims, quality issues, risks, stakeholder concerns, and corrective actions. Prepare executive summaries, presentations, and final project reports documenting overall project accomplishments, contractor performance, lessons learned, final contract values, cash flows and schedule performance.
- Schedule Control: Evaluate and monitor Contractor Baseline Schedules, weekly look-ahead schedules, monthly schedule updates, Time Impact Analyses (TIAs), recovery schedules, schedule revisions, and as-built schedule submittals. Coordinate with Butier's Senior Scheduler to maintain the overall project schedules and identify critical path impacts, schedule risks, delays, and sequencing concerns. Develop and implement corrective action plans when schedule variances occur.
- Cost Control: Maintain accountability for project financial performance through ongoing evaluation of budgets, forecasts, contingency usage, contract modifications, cash flow projections, and earned value performance. Utilize variance reports, budget tracking tools, and contingency management processes to identify and address cost overruns and budget risks. Develop recommendations and corrective actions to maintain project financial objectives.
- Risk Management: Lead project risk identification, assessment, mitigation, and resolution activities. Maintain awareness of technical, contractual, schedule, budgetary, operational, and stakeholder risks and implement proactive measures to minimize project impacts.
- Document Controls: Coordinate with Butier's Document Control Specialist to establish and maintain electronic project management and document control systems. Ensure project records are complete, organized, accessible, and maintained according with client requirements and company standards.
- Safety: Ensure assigned project teams comply with company, client, and project-specific health and safety requirements. Promote safe work practices and support a culture of safety throughout project execution.
- Community Outreach: Coordinate with Owner public affairs staff and stakeholder representatives regarding community outreach efforts, public meetings, and responses to community concerns related to construction activities.
- Constructability Reviews: Conduct and lead constructability reviews of plans, specifications, and contract documents. Identify potential construction challenges and recommend solutions that improve constructability, reduce risk, and enhance project delivery.
- Invoicing: Coordinate with Butier's AR Manager to ensure monthly invoices identify actual hours for each project team member, including invoices from Butier's independent contractors (1099s) and sub-consultants.
2. Contract AdministrationAdminister construction contracts and related agreements throughout project delivery while ensuring compliance with contractual, regulatory, and owner requirements.
- Meetings: Schedule, facilitate, and lead weekly construction progress meetings with contractors, engineers, owners, and stakeholders. Review project progress, schedule performance, RFIs, submittals, change orders, risks, and unresolved issues. Prepare meeting agendas and ensure timely distribution of meeting minutes and action items. Include the notes in the monthly progress reports.
- Correspondence: Prepare, review, and issue project correspondence, directives, memoranda, reports, notices, and other contractual communications. Serve as the primary point for project-related communications between the owner and contractor.
- Construction Documents: Review construction plans, specifications, contract documents, procedures, schedules, and technical requirements to ensure consistency with project objectives and contractual obligations.
- RFIs: Manage and administer the RFI process. Ensure RFIs are reviewed, logged, tracked, assigned, and resolved within required timeframes while minimizing impacts to project progress.
- Submittals: Respond to contractor submittals, providing limited reviews as shop drawings are received during the construction phase. Coordinate reviews and provide recommendations regarding contract compliance.
- Contractor Performance Management: Evaluation contractor performance relative to contract requirements, quality standards, staffing commitments, safety practices, schedule performance, and overall project execution. Identify deficiencies and recommend corrective actions when necessary.
- Issue Resolution: Lead resolution of day-to-day construction, operational, regulatory, and contractual issues by coordinating efforts among contractors, consultants, inspectors, owner representatives, and public agencies, and regulatory bodies.
- Change Orders: Lead the evaluation, negotiation, documentation, and administration of change orders, contract modifications, and construction directives. Prepare recommendations for owner approval and negotiate pricing, labor rates, equipment rates, schedule adjustments, and contractual impacts.
- Claims Management: Review, evaluate document, and assist in resolving contractor claims, disputes, requests for equitable adjustment, and other contractual matters. Assess project exposure, develop recommendations, and support owners during negotiations and claim resolution.
- Cost Estimating: Review contractor cost proposals, change requests, and claims. Prepare independent cost estimates and evaluate pricing for accuracy and reasonableness.
- Construction Standards: Maintain current knowledge of applicable specifications, codes, regulations, permitting requirements, agency standards, and industry best practices. Ensure project compliance with all applicable requirements. Make documents available for review by contractors, owners, and other interested parties.
- Inspection Reports: Review daily inspection reports and field documentation for completeness, accuracy, potential change order issues, contract compliance concerns, safety observations, and quality control matters.
- Payment Requests: Review and recommend approval of contractor payment applications, invoices, and progress payments. Verify completed quantities, earned value, supporting documentation, and contract compliance prior to submitting recommendations to the Owner. Check and submit final payment requests following the contractor's filing of Notice of Completion.
- Special Testing Coordination: Coordinate specialty inspections, material testing, laboratory services, and related quality assurance activities. Support owners in managing third-party testing services as required.
- Record Drawings: Oversee maintenance, review, and tracking of project record drawings throughout construction. Ensure record documents accurately reflect RFIs, design changes, field modifications, and change orders.
- Project Closeout: Lead project closeout efforts, including punch list development, deficiency correction, training coordination, final inspections, acceptance activities, warranty documentation, operations and maintenance manuals, spare parts inventories, record documents, and final project turnover.
3. Client Relationship ManagementServe as the primary representative for assigned clients and maintain strong, collaborative relationships throughout project delivery.
- Establish and maintain productive working relationships with clients, consultants, contractors, regulatory agencies, utility agencies, operations personnel, and stakeholders.
- Act as the primary day-to-day client contact and trusted advisor for assigned projects.
