Nature of Work, Essential Functions & KSA's Under the immediate supervision of City Engineer, and the general supervision of the Director of Public Works, the Construction Inspection Manager is responsible for managing construction inspection activities of development projects, city capital improvement projects, and right-of-way permit activity. Position requires regular and reliable attendance, especially during peak construction season (May - September).
Essential Functions: For purposes of 42 USC 12101
- Manages the Engineering Division's Construction Services section, which is responsible for the construction phase services of development projects, city capital improvement projects, and right of way permit activity. Construction phase services include construction inspection, materials testing, and construction project management
- Responsible for the immediate supervision of Construction Services Section staff (construction inspectors and right of way manager). Schedules and assigns tasks; interviews job applicants; recommends the hiring of job applicants; evaluates performance; approves and recommends the approval of leave requests; attends or participates in meetings in which policy questions are reviewed or discussed; develops and implements policy; recommends policy changes.
- Manages construction inspection activities for projects that include installation of public and private infrastructure such as roadways, sanitary sewers, storm sewers, and water mains to ensure compliance of construction activities with approved plans and speci?cations, city construction standards, regulations, and policies.
- Selects consultant firms to provide supplemental construction phase services. Assigns contract construction inspectors and coordinates and schedules their daily activities.
- Supervises right of way permitting and inspection activities and residential property grade and utility inspections.
- Maintains construction progress reports and schedules.
- Reviews construction and inspection speci?cation and procedures, providing comments concerning corrections, modi?cations, or revisions.
- Trains inspectors regarding city standards, expectations, and proper testing techniques.
- Conducts pre-construction planning, review, and meetings. Conducts post construction inspections.
- Responds to customer services requests and general public inquiries related to ongoing construction activities including correspondence and meeting with members of the public as necessary.

Physical Requirements & Working Conditions Physical Requirements- Requires extended evening and weekend work hours during construction season.
- Requires maximum availability during construction season with minimal planned absences.
- The primary duties of this class are performed on an active construction site that will involve exposure to adverse weather conditions or potential personal danger.
- Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate effectively, to discern verbal instructions and to use a telephone.

Training, Experience, and Qualifications - Completion of secondary education or equivalent (high school diploma or GED).
- Associate's degree in construction management, civil engineering technologies, or other related field preferred.
- Applicable training/certifications in public works construction and management (i.e. APWA, ODOT, and AASHTO training programs).
- Ten (10) or more years' of Public Works infrastructure construction, maintenance operations, construction inspection, construction project management, or equivalent experience including a minimum of three (3) years' experience of related public sector experience.
- Three (3) or more years' experience supervising staff and/or consultants in the public works infrastructure construction field.
- Related experience including experience directly related to managing complex projects in a municipal public works setting may be substituted for supervisory experience.
- Substantial experience in highway and utility infrastructure materials specifications, applications and construction methods.
- Possession of a valid State of Ohio Motor Vehicle Operator's License and ability to maintain insurability under the City's vehicle insurance policy.
