The Construction ExecutionProject Manager, under the direction of a Senior Project Manager or managing supervisor, is responsible for the planning and execution of capital improvements and renovation programs within Essex, particularly preservation and maintenance of assets, in accordance with policies and procedures defined by the company. The Project Manager is responsible for the generation of the project scope, solicitation of outside vendor bids, establishing parameters, and appraising those bids for quality conformance to specifications, cost savings, and recommending desirable vendors to the Senior Project Manager of Capital and Maintenance Services as needed. The position is also responsible for creating yearly capital budgets and executing these projects throughout the fiscal year.

WHAT YOU WILL DO:

  • Monitor and supervise all vendors or outside contractors to ensure the quality of work and completion of the work before payments are made.
  • Monitor compliance with contract agreements, city codes, permits and the monitoring and resolution of liability exposure.
  • Provide first-line information, documentation and training regarding any property-specific special needs (asbestos, remediation plan, deficient plumbing systems, roofs, etc.).
  • Obtain and maintain all records for any assigned projects, accurate tracking of expenses, both cost and capital (acquisition capital), and completion of the weekly and monthly reports.
  • Obtain approval as needed for all capital improvements as needed in accordance with the Essex Capital Improvements Policies and Procedures and the specific Limits of Authority.
  • Ensure any major tools purchased by the company must be placed on the property inventory sheet or company inventory sheet.
  • Help provide guidance to the Lead Maintenance Supervisors and Property Managers to make the most efficient use of available resources in order to ensure the utmost performance cost savings and safety for each property.
  • Proactively identify of liability hazards, monitoring or remediation programs, the safety of the property and safe work practices of property staff.
  • Responsible for scheduling of vendors and contractors and for tracking 100% of all work completion and quality. Timely and accurate preparation of the maintenance request and the weekly and monthly administrative reports. Implementation of changes in systems or assignments in accordance with any maintenance inefficiencies of any/all the properties to ensure more efficient management of maintenance operations.
  • Monitoring usable life of the physical plant of the property. To ensure maximum efficiency and for planning capital purchases. Effectively communicating in writing anticipated capital needs and maintenance requirements for the operating budget.
  • Create and implement a regional specific preventive maintenance program annually to preserve the asset in accordance with owners objectives.
  • Without compromising quality, contribute to the achievement of property financial goals through effective utilization of maintenance staff and the cost-effective management of maintenance functions.
  • Ensure that all vendors used on the property are properly licensed in the appropriate license classification, local business license, insured in accordance with the minimum requirements of the Essex Capital Improvement Policies and Procedures, approved and that all projects must have prior approval in accordance with the Capital & Maintenance Policies and Procedures Limits of Authority and meet all requirements of the property and company.
  • Be able to appraise damage, determine the ability of the in-house crew to remedy the problem, and/or the need to hire an outside contractor. A sound knowledge of fair market pricing for outside vendors and an ability to negotiate better terms for the propertys benefit is a crucial skill.

WHAT YOU WILL NEED:

  • Minimum of 3 years of experience in multi-family construction project management
  • Must be able to supervise and monitor projects to ensure quality.
  • Must be proficient in general maintenance including: plumbing, electricity, painting, drywall, floor coverings, carpentry, locks, appliances, pools & spas, roof, city codes and life safety equipment.
  • Minimum of three certificates from related institutes reflecting completion of maintenance related courses, such as BOMA, IREM, local community colleges and/or vocational programs, or four or more years inter-company experience.
  • Basic computer knowledge is required with the ability to work effectively with Excel and MS Word programs; contract document draft including RFPs, Scopes of Work, Specifications.
  • Contracts, basic written and skilled oral communication is required.
  • Knowledge of cost-benefit analysis required.
  • Must be prepared to participate in budget process.
  • Ability to meet the physical requirements of the job.
  • Must carry a cellular/iPhone and be available for on-call services twenty-four hours.
  • Must be able to function effectively in a customer service environment.

WHAT THE JOB REQUIRES:

  • Work is primarily conducted in an office setting and onsite with physical inspections of turns and asset quality that require a moderate amount of walking and stair use. Requires sitting at a desk or workstation for extended periods. Involves the use of standard office equipment such as computers, phones, and printers.
  • Requires the ability to work Monday through Friday. The position includes in-person work requirements consistent with the hybrid policy located at Essex's corporate offices in Woodland Hills, Irvine, Bellevue or San Mateo. The hybrid policy is subject to change at Essexs sole discretion.
  • Requires the ability to sit or stand for extended periods. Minimal physical effort in the day-to-day tasks.
  • Frequent travel to various locations for meetings, projects, client visits, or on-site work.

New hires generally start between $115,000.00 - $145,000.00 per year. The final salary offer will be determined after reviewing relevant factors, including but not limited to skill sets; relevant experience; internal equity; and other business and organizational needs.

This role is also eligible to participate in Essexs discretionary Annual Bonus program that is commensurate with the level of the position.
