Senior Construction Manager (Engineer)

Project: Civil Works Mega Project (~$400M Value)

Location: On-site - Grand Rivers, KY 42045

Position Type: Full-Time

Position Overview

LRS Federal is seeking a highly experienced Senior Construction Representative to provide comprehensive field construction inspection and quality assurance services for the high-profile Federal Civil Works Marine Project. Managing a contract value of approximately $400 Million, the ideal candidate will serve as a key technical expert, ensuring the construction contractor's work aligns with standards, safety regulations, and strict contract specifications.

Key Responsibilities

Quality Assurance & Inspections
  • Field Inspections: Independently inspect complex heavy civil construction activities, materials, layout, elevations, and workmanship to ensure absolute compliance with contract plans and specifications.
  • USACE 3-Phase Quality Control: Perform daily quality assurance surveillance to ensure the contractor strictly adheres to the USACE 3-phase quality control system; attend preparatory and initial inspections.
  • Reporting & Documentation: Utilize the USACE Resident Management System (RMS) to input daily Quality Assurance Reports (QARs) within 24 hours of inspection, highlighting any deficiencies.

Project Administration & Support
  • Meetings & Collaboration: Attend technical reviews, progress meetings, and safety briefings. Partner with the Contractor representative to correct deficiencies and advise on alternative construction methods.
  • Document Review: Review complex submittals, contractor payrolls for labor standard compliance, and ongoing daily quality control reports.
  • As-Built Management: Conduct monthly reviews of the contractor's as-built drawings to verify accuracy and maintain an updated master set of contract documents and modifications.

Qualification Requirements

Experience & Technical Skills
  • Industry Experience: Minimum of 15 years of experience in the construction industry, with specialized experience in heavy civil construction - strong preference for prior experience with Dams or Locks.
  • Inspection Expertise: Proven track record in field inspections, interpretation of complex plans/specifications, and reviewing contractor daily quality control reports.
  • Safety & Regulations: Deep familiarity with EM 385-1-1 (USACE Safety and Health Requirements Manual) and 29 CFR 1926 OSHA Construction Industry Regulations.
  • Concrete Operations: Relevant experience and certifications regarding concrete construction operations are highly preferred.

Education & Certifications
  • OSHA 30 Certification.

Schedule Requirements
  • Flexibility to work night shift schedules as project demands dictate.
  • Ability to occasionally travel overnight for multi-day trips to attend offsite fabrication shop inspections.
