Construction, Commissioning & Turnover Manager provides leadership and oversight of field execution, commissioning, startup readiness, turnover and operational acceptance activities for APS New Generation Construction (NGC) projects. Serves as APS's owner representative and portfolio subject matter expert for field execution, asset readiness and related governance processes across a portfolio that includes combined-cycle generation, simple-cycle generation, renewable energy, battery energy storage systems (BESS), transmission interconnections and other strategic energy infrastructure projects. Establishes consistent portfolio-wide standards for construction management, commissioning, startup, turnover, training, documentation, warranty administration and operational readiness. Ensures project delivery and seamless transition of assets to Operations and Maintenance.
Minimum Requirements- A four-year Bachelor's degree in Engineering, Construction Management, Project Management or other related technical discipline from an accredited college or university
- Plus ten (10) years of experience managing construction, commissioning, startup and turnover activities associated with large industrial, power generation, utility, oil and gas and/or infrastructure projects.
- In lieu of a Bachelor's degree, a combination of college coursework and/or directly related experience managing construction, commissioning, startup and turnover activities associated with large industrial, power generation, utility, oil and gas and/or infrastructure projects equaling 14 years.
- Three (3) years of supervisory/management experience leading multi-disciplinary project teams, construction organizations, commissioning teams and/or major contractor organizations.
Preferred Special Skills, Knowledge or Qualifications: - Experience supporting construction and startup of combined-cycle gas turbine facilities.
- Experience with utility-scale renewable generation and battery energy storage projects.
- Experience overseeing EPC contractor construction activities.
- Experience with commissioning, startup, performance testing and asset acceptance processes.
- Knowledge of APS Project Management Process and Stage Gate governance.
- Familiarity with Primavera P6, Maximo, SharePoint and Microsoft Office applications.
- Understanding of industrial safety programs, environmental compliance and operational readiness requirements.
- Professional Engineer (PE) license. Project Management Professional (CCM) certification.
- Certified Construction Manager (CCM) certification.
- Strong leadership, communication, negotiation, conflict resolution and stakeholder management skills.
Major Accountabilities1) Oversees field execution activities across the NGC project portfolio. Establishes construction management standards, site governance practices, contractor oversight expectations and field execution processes to ensure projects are delivered safely, efficiently and in compliance with APS requirements.
2) Develops and implements standardized commissioning, startup and operational readiness programs across the NGC portfolio. Ensures commissioning requirements are incorporated throughout project planning, engineering, procurement and construction phases to support successful startup and commercial operation.
3) Serves as APS's primary construction and startup interface with EPC contractors, Original Equipment Manufacturers (OEM), Owner's Engineers (OE) and major suppliers. Provides leadership in resolving field issues, startup challenges, construction disputes and contractor performance concerns while maintaining alignment with project scope, schedule, cost and quality objectives.
4) Develops and manages the turnover process from construction completion through in-service declaration and final acceptance by Operations and Maintenance. Ensures all required turnover deliverables are completed including commissioning plans, training plans, operating procedures, maintenance requirements, asset records, warranties and as-built documentation.
5) Supports Project Managers and leadership teams in meeting APS stage gate and project governance requirements. Ensures construction readiness, commissioning planning, operational readiness and turnover requirements are incorporated into project execution plans and satisfied before project advancement and asset acceptance.
6) Works closely with upcoming plant leadership, operations personnel, maintenance organizations, Generation Engineering and technical support groups to ensure operational requirements are incorporated throughout the project lifecycle and assets are ready for long-term operation and maintenance.
7) Establishes, monitors and continuously improves portfolio-wide standards, procedures, metrics, lessons learned, best practices and governance processes related to construction management, commissioning, startup, turnover and operational readiness.
8) Identifies and mitigates risks affecting field execution, startup and operational readiness. Provides executive leadership with visibility into key project risks, contractor performance concerns, startup challenges and mitigation strategies.
9) Develops a high-performing team through effective staffing, mentoring, coaching and performance management. Builds organizational capability across construction execution, commissioning and operational readiness disciplines to support APS's growing New Generation Construction portfolio.
CIP Requirement:This position requires Critical Infrastructure Protection (CIP) access consistent with North American Electric Reliability Corporation (NERC) standards. The applicant considered for this role will be required to obtain and maintain CIP access for the duration of employment in this position. A full seven (7) year criminal history will be obtained through the pre-employment background check process (or, for current employees, through supplemental background check process) to fulfill the CIP access requirements. In addition, this position requires an additional background check every seven years to maintain access.
Hybrid: Employees in hybrid roles work both in their home offices (virtually) and alongside their colleagues (in person).
In order for employees to build strong relationships and to promote meaningful in-person interactions, hybrid employees are expected to work about 40% of their time in-person at an APS or other (non-home office) location.
- Employees are expected to reside in Arizona (or New Mexico for Four Corners-based employees).
- Working from a home office requires adequate technology and an appropriate ergonomic set up.
