Essential Duties and Responsibilities: This job description in no way states or implies that these are the only duties to be performed by this employee. He or she will be required to follow any other lawful instructions and duties requested by his or her supervisor.
- Serve as the commercial-readiness and contract-administration gateway for qualifying projects and apply the appropriate level of review based on contract structure, risk, value, third-party exposure, compliance obligations, billing requirements, and approval needs.
- Compare ROM's (Rough Order of Magnitude Pricing), estimates, proposals, customer contracts, purchase orders, exhibits, amendments, and internal approvals to identify changes or discrepancies in scope, pricing, assumptions, exclusions, contract delivery method, billing presentation, payment terms, retention, risk allocation, schedule obligations, and compliance requirements (taxes, surcharges, etc.)
- Prepare estimate-to-contract variance reviews and Commercial Basis Memoranda for qualifying projects. Preserve estimate visibility and provide a documented baseline for project turnover and later performance review.
- Validate sales- and use-tax treatment, fuel surcharges, environmental fees, administrative fees, and other recoverable costs. Determine whether costs are separately billed or embedded within rates and communicate the approved coding, pricing, and billing treatment downstream.
- Develop pre-contract commercial strategies for temporary labor, subcontracted work, re-rented equipment, specialty services, and other third-party exposure. Confirm proposals contain clear scope, pricing, assumptions, exclusions, markups, and recovery provisions.
- Partner with the Contracts and Purchasing departments to obtain project-specific flow-down and risk-mitigation requirements and to apply approved downstream documents to vendors without duplicating or undermining existing purchasing relationships and master agreements.
- Create the initial post-award Schedule of Values and align it with the estimate, executed contract, billing requirements, cost codes, taxes, fee-recovery methods, retention, payment applications, change-order structure, and expected margins.
- Lead recurring commercial-risk reviews, exposure reporting, and contract-compliance audits for qualifying projects. Track recurring failure modes and recommend improvements to proposal language, estimate assumptions, contract controls, purchasing documents, billing practices, and commercial playbooks.
- Identify projects requiring executive approval or the highest-order commercial improvement. Prepare decision-ready summaries showing exposure, alternatives, functional positions, recommended action, and required approval.
- Other duties as assigned.
