Noblis MSD, a wholly-owned subsidiary of Noblis, Inc., delivers mission-critical engineering, logistics, and sustainment solutions to the Department of Defense. We seek talented professionals to support Naval Information Warfare Center (NIWC) Pacific, Code 41250, in San Diego, CA. This program sustains, maintains, and modernizes the Navy's afloat and ashore tactical network systems - including Automated Digital Network System (ADNS), Consolidated Afloat Networks and Enterprise Services (CANES), Combined Enterprise Regional Information Exchange System - Maritime (CENTRIXS-M), Communications as a Service (CaaS), Integrated Shipboard Network System (ISNS), Sensitive Compartmented Information (SCI) Networks, Agile Core Services (ACS), Software Defined Networks (SDN), Tactical Afloat Next Generation Networks (TNGN) - ensuring fleet readiness and operational superiority across the global naval enterprise.

Noblis MSD seeks Configuration Management (CM) Specialists to manage configuration management for the in-service engineering and sustainment of Navy afloat and ashore tactical networks. These roles maintain and control all hardware inventory, documentation, product releases, and software configuration management for Navy tactical network systems throughout their lifecycle. CM Specialists work closely with the Configuration Control Board (CCB) to define and implement procedures for releasing new products and managing changes across ADNS, CANES, ISNS, and related platforms.

Responsibilities
  • Manage configuration management issues for all hardware inventory, documentation, product releases, and software CM
  • Work with the Configuration Control Board (CCB), Platform Technical Review Board (PTRB), and Change Implementation Board (CIB)
  • Define and implement procedures for releasing new products throughout the system lifecycle
  • Provide change management and product configuration management guidance
  • Develop, implement, and maintain Configuration Management Plans (CMP) per ANSI/EIA-649 and NAVWAR CM Policies
  • Establish and maintain Government-approved functional, allocated, product, and as-installed baselines
  • Process Enterprise Change Requests (ECRs), Enterprise Problem Reports (EPRs), Service Request Forms (SRFs), and deviation requests through Government CM systems
  • Provide configuration status accounting delineating status of changes, proposed changes, and implementation of approved changes
  • Support Functional Configuration Audits (FCA) and Physical Configuration Audits (PCA)
  • Administer COTS Product Lifecycle Management (PLM) web-based solution CMPRO secure database
  • Maintain baseline documents including specifications, drawings, test procedures, and technical manuals
  • Ensure only approved changes are reflected in baseline documentation

Level II ($65,200/yr - $89,700/yr)
  • Bachelor's Degree in any field
  • 3+ years of professional experience in configuration management
    • OR Master's Degree + 1 year of experience in configuration management


Level III ($86,800/yr - $119,625/yr)
  • Bachelor's Degree in any field
  • 7+ years of professional experience in configuration management
    • OR Master's Degree + 4 years of experience in configuration management

Desired Qualifications

  • Experience with ANSI/EIA-649 Configuration Management Standard
  • Familiarity with NAVWAR Configuration Management policies
  • Experience with CMPRO or similar PLM tools
  • Knowledge of Navy C4I systems lifecycle management
  • Experience supporting CCB processes in a DoD environment

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
