Great Hill Solutions is seeking an experienced
COMSEC Account Manager to join our Orlando-based team supporting the National Cyber Range Complex (NCRC). The NCRC plays a critical role in enhancing the resilience of DoD systems and the effectiveness of U.S. cyber operations by conducting full-spectrum test and evaluation, workforce training, and mission rehearsal events. As the NCRC continues to evolve as a best-of-breed cyber range, the COMSEC Account Manager will ensure secure communications and compliance with stringent cryptographic requirements that underpin mission readiness.
As a key member of the security team, the COMSEC Account Manager will establish and manage the NCRC COMSEC account and serve as its KMI Operating Account Manager (KOAM). The manager will safeguard, manage, and account for COMSEC equipment, keys, and materials while coordinating with logistics, installation, security, event, and network personnel.
This position requires account-level management experience; experience limited to serving as a Local Element (LE) custodian is not sufficient. The successful candidate will bring broad technical familiarity with the JMN program, collaborate effectively across teams, and provide support to other technical areas as mission needs require. Working knowledge of secure networking environments is also required. This mission-critical position is performed on-site each workday in a Sensitive Compartmented Information Facility (SCIF).
Responsibilities include, but are not limited to:
- Establish the NCRC COMSEC account, coordinating required appointments, registrations, approvals, and setup with the appropriate COMSEC authorities.
- Serve as the KOAM, managing the account in accordance with applicable NSA, DoD, service, and customer requirements.
- Manage and account for COMSEC equipment and cryptographic keys, including safeguarding, secure storage, access control, handling, and destruction. Conduct inventories, inspections, and audits to verify accountability and compliance.
- Reconcile COMSEC account records and transactions; investigate and resolve discrepancies involving inventories or material on hand. Maintain accurate, auditable records and submit required reports and documentation.
- Operate, maintain, and troubleshoot NSA-approved encryption devices, including TACLANEs and other General Dynamics encryptors.
- Ensure compliance with applicable COMSEC requirements, including implementing Emergency Directives affecting cryptographic devices or communications security.
- Brief and train personnel on COMSEC responsibilities, handling procedures, and relevant network security requirements.
- Develop and maintain COMSEC Implementation Plans and Desktop Procedures.
- Support incident response for suspected or confirmed COMSEC compromises.
- Provide COMSEC account support to geographically separated units, coordinating material, inventories, account actions, training, and issue resolution with Logistics, Installation, Security, Event, Network, and other personnel.
Basic Qualifications:- Active Top Secret security clearance with SCI eligibility.
- At least three years of experience serving as a KOAM or equivalent COMSEC Account Manager. LE experience alone does not meet this requirement.
- Completed KMI Management Client (MGC) Operator (CI-2) training and qualified to perform KOAM duties.
- Completed NSA IAEC-2112 COMSEC Custodian/Manager training or equivalent.
- Experience conducting COMSEC account reconciliations and providing support to geographically separated units.
- Demonstrated proficiency with networking technologies such as DMVPN, MACsec, and MPLS.
- Familiarity with NSA-approved encryption devices and COMSEC account management procedures.
- Ability to work on-site daily in a SCIF environment.
- Strong organizational skills and attention to detail in maintaining inventories, audit records, and reports.
- Ability to travel up to 10% in support of mission requirements.
Desired Skills:- Demonstrated experience establishing or transitioning a COMSEC account, including coordinating required setup and approvals.
- Certifications such as CISSO, CISM, FITSP-M, GCIH, GCSA, etc.
- Cisco networking certifications (e.g., CCNA, CCNP, CCSP).
- Vendor-specific certifications such as JNCIA or Palo Alto ACE.
- Familiarity with zero-trust architectures (Cisco ISE, Palo Alto).
- Experience with automation tools (Terraform, Ansible, Power Automate) and cloud platforms (Azure, AWS).
- Working knowledge of General Dynamics Agile Implementation, RMF principles, and ITIL.
- Demonstrated ability to mentor, train, and lead diverse technical teams.
