Job Title
Comptroller

Nature of Work

As the College's Fiscal Officer, the Comptroller reports to the Associate Vice President of Administration and Finance (AVPAF) and is responsible for overseeing revenue collections, audit and compliance, accounts receivable recording and tracking, and the preparation of audit financial statement and workpapers. The Comptroller prepares monthly financial analysis for management as required and collaborates with the Financial Aid office to ensure smooth financial operations. This position supervises the Accountant in the Accounting department and manages the Revenue Bond budget and related financial activities.

Examples of Work Performed

Essential Duties:

1. Analyze and review accounting records, financial statements and other financial reports to ensure accuracy, completeness and adherence to accounting standards.

2. Provide College personnel with information, advice, and training on financial matters, as appropriate.
3. Responsible for preparation and accuracy of the College's annual audited financial statements, including related schedules and work papers, in accordance with generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.

4. Act as the primary liaison with external auditors for the Basic Financials, Revenue Bond, and Single audits ensuing timely responses to inquiries, provision of necessary documentation, and explanation of accounting transactions.

5. Review auditors' management letters and implement internal controls or procedural improvements as needed.

6. Establish and maintain accounting internal controls to safeguard College assets and ensure accurate financial reporting.

7. Collaborate with Nebraska State College System (NSCS) System Finance Director and the Comptrollers from Wayne State and Peru State Colleges to align financial reporting practices across the NSCS.
8. Prepare financial reports for the NSCS Board of Trustees and various external agencies, including but not limited to the review of annual FISAP reports for Financial Aid, the completion of the annual financial section of the IPEDs Survey and the annual financial information section of the HLC report.

9. Conduct analysis and provide advice on College finances and auxiliary enterprises at the request of senior administration.
10. Research, evaluate, and recommend improvements to financial policies, procedures and accounting systems to enhance efficiency and effectiveness.

11. Ensures compliance with accounting principles, legal regulations, and NSCS Board of Trustees policies.
12. Manage the College's system of accounts, ensuring proper posting, balancing, and reconciliation of general and subsidiary ledgers.
13. Collaborate with the Director of Business Services, Budget Director, Athletic Business Manager, and other stakeholders to ensure compliance with accounting standards and appropriate internal controls for areas like cash management, accounts receivable, financial aid disbursements, and athletic accounting.
14. Responsible for Revenue Bond budgeting and financial reporting, working closely with the Budget Director to coordinate budgeting and reporting processes.
15. Monitor fund accounts to maintain sufficient cash fund balances and coordinate investments activities.
16. Formulate and administer procedures for the accounting operations, including but not limited to financial statement preparation, general ledger reconciliation, and cash management.

17. Oversee daily cash receipts, deposits, monthly bank reconciliations, and grant processing.

Required Qualifications

Bachelor's degree in accounting or closely related field.
3 years of experience in Accounting and knowledge of preparing or auditing financial statements or equivalent experience.
Knowledge of and application of financial accounting standards.

Preferred Qualifications

Master's degree
5 years work experience in governmental accounting and/or higher education.
Experience with SAP accounting system.
Working knowledge of GASB.
Analytical/problem solving skills and attention to detail.
Certified Public Accountant License
