SummaryThere are two (2) Community Program Manager positions which report to the Deputy Administrator for Community Facilities. One with the Guaranteed and Loan Processing and Servicing Division and one with Direct Loan/Grant Processing Division for Community Facilities in the Rural Housing Service (RHS). The Division is responsible for processing and servicing Community Facilities guaranteed and direct loans and grants and the Rural Community Development Initiative (RCDI) Grants.
DutiesHelp
- Responsible for administering the program, formulating policy, distributing funds and processing and servicing Community Facilities loans and grants.
- Conduct and maintain high level effective working relationships with community and public interest groups, professional associations and other Federal agencies.
- Provide directions, guidance and advice to field officials and their staff regarding program administration
- Communicate program objectives, policies and authorities to the public, industry professionals, senior level leadership and Congressional offices.

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below
Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For GS-15 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-14 grade level; or its non-Federal equivalent that demonstrates: Ability to provide leadership and oversight in the planning, development, implementation, and evaluation of a lending program to ensure that comprehensive and sound management is provided and that maximum program benefits are derived; develops and implements operating plans; leadership and supervisory experience, and experience conducting program reviews of field office administration of housing and/or loan programs; oral presentation skills and experience communicating with senior level management, Congressional and general public.
There is no substitution of education for experience at the GS-15 level.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
