Job Summary This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. The Community Engagement and Health Equity Supervisor provides strategic, supervisory, and operational leadership for a portfolio of high-visibility community engagement and health equity initiatives within the Office of the Medicaid Medical Director, the Health Care Administration, and DHS. Following the vision of the Medicaid Medical Director, the incumbent is responsible for integrating multiple high-visibility and high impact community engagement efforts, including This portfolio includes HR1 implementation, community-led governance models, and CLAS standards, to advance equitable health outcomes and federal compliance. The incumbent collaborative sets the strategy for how OMMD engages communities across these efforts, deciding when and how to engage, building structures where community members share decision-making power, and ensuring community input visibly shapes policy and is reported back to the people who shared it. Ultimately, this position is responsible to ensure that policy is informed by lived experience and programs deliver measurable, culturally responsive services.

Qualifications Minimum Qualifications Demonstrated leadership experience*
*Leadership experience can include:
- Experience as a supervisor, lead worker, team lead, project lead;
- Completion of a State of Minnesota leadership program (e.g. ELI, L4);
- A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
- 1+ year of experience identifying issues, goals and strategic actions
- 100+ hours per year time commitment
AND
Four (4) years of experience designing, leading, or evaluating community engagement strategies, including translating policy changes into engagement approaches for affected communities.
Experience must demonstrate the following:
- Interpreting health or human services policy, ideally Medicaid, MinnesotaCare, or related federal programs, and translating it into operational changes, guidance, or communications for affected communities.
- Applying an equity lens to policy or program work, such as identifying disparate impacts, implementing CLAS Standards or language access practices, or advancing changes that reduce barriers for historically marginalized communities.
- Designing and leading engagement strategies that bring community voice into decisions, including building partnerships with community organizations, structuring how input is gathered and used, and reporting back to communities on outcomes.
Preferred Qualifications - Experience designing engagement strategies that match the level of community influence to the decision at hand, from information and consulting through co-design and shared governance, and being transparent with communities about which level applies.
- Experience building sustained relationships with community-based organizations, advocates, and enrollees, and understanding how community engagement differs from formal Tribal consultation.
- Knowledge of structural and historical drivers of health disparities including racism, ableism, linguistic exclusion, immigration status, geographic isolation, and the ability to apply an intersectional lens recognizing that people may face compounding barriers across race, disability, language, immigration status, gender identity, and other dimensions of identity. Cultural competency and cultural humility grounded in experience working with people from a variety of backgrounds, sufficient to build and sustain trust with communities that have experienced harm, neglect, or exclusion from public systems, including racial and ethnic minority, immigrant and refugee, Tribal, disability, LGBTQIA2S+, and rural communities.
- Ability to serve as an internal advocate for communities and staff who are underrepresented or historically marginalized within DHS decision-making processes, including translating community concerns into terms senior leadership and legislative partners can act on.
- Skill in identifying and interrupting practices, communications, or policy proposals that could produce disparate or inequitable outcomes, and in advocating for alternatives, even when doing so requires raising difficult issues with senior leadership.
- Skill in culturally responsive leadership, supervising and developing a team whose composition and practice reflect the communities served, and creating conditions where staff with lived experience or non-dominant identities can do their best work without additional, uncompensated identity-based labor.
- Experience supervising and building teams, including hiring, onboarding, coaching, managing performance, establishing roles and workflows, and creating systems for ongoing staff feedback and continuous improvement.
- Ability to interpret complex federal mandates and cost principles and translate them into operational policy.
- Ability to manage competing, high-priority deadlines across multiple workstreams without losing coordination across them.
