Full Job Description
Position Summary:

The Commissioning Team Lead will oversee and lead a commissioning team, including developing business for the team, ensuring deliverables meet quality requirements, mentoring the team to ensure technical competencies of staff are sufficient, and ensuring the team is following all the pre-determined processes and procedures for safety, quality, and technical matters. The Commissioning Team Lead, along with input from the Vice President of Engineering, has primary responsibilities for their team's operations including workload planning, project performance, staff performance management, risk and financial management, and customer service.

Duties and Responsibilities:
  • Provide leadership including technical operations, mentoring of staff, risk of financial management, and customer service
  • Perform and/or direct the commissioning process on projects
  • Ensure that the commissioning process is understood and implemented by all staff
  • Review commissioning interim and final submittals to ensure alignment with contract requirements and PEC standards
  • Provide recommendations to the Technical VP regarding staff recruitment, mentoring and training, performance issues, staff appraisals, compensation, and staff reductions
  • Assist with recruiting efforts when assigned
  • Develop and review scope of work, schedules and fees related to proposed contracts for work to be performed by team members
  • Monitor available information as required to understand the current performance of the team's projects
  • Mentor applicable staff on project execution, performance, project management, and client management
  • Actively participate in corporate management activities and committees that will build productive relations with other teams and divisions
  • Identify training needs and opportunities for team members
  • Identify, direct, and manage workload for the team. Coordinate with technical VP and other team leads for work-sharing across the discipline. PEC's standard resource planning software shall be utilized
  • Verify that all business practices and quality procedures are being adhered to by team members
  • Enforce corporate/division standards and processes while enforcing quality control requirements as set forth by the company/department/division
  • Assess risks to reduce and actively manage risks while assuring that the required risk management practices are in place
  • Support implementation of strategic planning
  • Lead Project Execution in accordance with PEC Cx process and project objectives
  • Ensure work is performed safely according to PEC and specific project site requirements
  • Contribute to overall quality and excellence in execution of commissioning
  • Provide support to the commissioning team regarding technical issues or challenges.
  • Approve commissioning team's timesheets and expense reports
  • Constant communication with the commissioning team to provide status updates and to support addressing issues
  • Collect and review "lessons learned" with the team to constantly improve the commissioning process
  • Monitor the commissioning team and validate project work to ensure all scope is included in deliverable documents. Oversee the commissioning team's work to ensure communication with the design and construction teams is timely
  • Travel is required to develop workload, provide in person mentoring to staff outside of the home office, to complete project work, or other work-related duties
  • Other projects and responsibilities may be added at the company's discretion

Special Knowledge, skills and abilities:
  • Considerable knowledge and understanding of engineering design and construction standard practices
  • Proficient skills using Microsoft Office and Bluebeam
  • Familiar with applicable software applications and processes
  • Ability to effectively communicate both verbally and in writing with internal and external project teams, the Client, and other stakeholders as appropriate
  • Strong leadership and interpersonal skills with the ability to motivate and guide others and to build effective and cohesive relationships
  • A high degree of skill in managing a team
  • Proven experience in planning, organizing, prioritizing, coordinating, training, supporting, assigning, and evaluating the work of a team
  • Ability to lead multiple projects/tasks and drive projects to completion with strong operability to support reliable, high-quality production
  • Understand the impact of decisions on technical processes and work planning
  • Capable of developing new business commissioning service, including identifying, positioning for, and preparing proposal for individual business opportunities
  • Working knowledge of HVAC and control systems required
  • Understanding of general construction project workflow
  • Ability to navigate cross-functions and create a good rapport with other teams
  • Ability to comply with mandatory requests on time, such as: training, timesheets, expense reports , and other administrative tasks
  • Understand and implement, when required, cost and schedule control for commissioning scope
  • Ability to work in a high stress environment, ability to multi-task and meet deadlines

Education and Experience:
  • Bachelor's degree in Engineering, Construction or related field preferred
  • Minimum seven (7) years of industry experience

License and Certification:
  • Obtain certifications required by specifications in which Cx business unit regularly engages such as NEBB, ASHRAE, BCxP, BCxA

The position requires mobility. Duties involved require moving materials that weigh up to 10-35 pounds on a regular basis, occasionally moving materials that weigh up to 50-75 pounds, and carrying up to 25 pounds over rough terrain for 100 yards. Bending, reaching, standing, and walking are required.
