OverviewSuffolk is seeking a Commissioning Manager to deliver commissioning services for complex, high-performance building projects.
This role provides an opportunity for an experienced commissioning professional to manage project delivery, serve as a third-party commissioning authority, and coordinate commissioning activities on behalf of Suffolk project teams.
The Commissioning Manager will collaborate with owners, designers, contractors, and operations personnel throughout design, construction, testing, and turnover.
The role combines technical commissioning, project management, client engagement, and continuous improvement of Suffolk's commissioning standards and tools.
Responsibilities
Project Commissioning Leadership
- Coordinate with third-party commissioning agents on behalf of the general contractor.
- Serve as a third-party commissioning authority (CxA).
- Participate in meetings with owners, operations and maintenance personnel, designers, and contractors to align commissioning activities with project goals and schedules.
- Manage project budgets, timelines, resources, and interdisciplinary coordination.
Technical Commissioning Delivery
- Design Phase Commissioning
- Perform constructability reviews focused on controls, building performance optimization, and operations and maintenance requirements.
- Prepare commissioning plans, specifications, and checklists.
- Construction Phase Commissioning
- Review submittals, operations and maintenance manuals, start-up reports, prefunctional checklists, and training programs for conformance with commissioning requirements.
- Conduct site visits to coordinate commissioning activities, evaluate new and existing systems, and verify readiness for testing.
- Functional Performance Testing
- Witness equipment start-up and functional testing.
- Document commissioning outcomes, identify performance deficiencies, and collaborate with project stakeholders to recommend corrective actions.
- Training and Turnover
- Support training for operations and maintenance personnel, including review of operating modes, sequences of operation, and maintenance requirements.
High-Performance Building Delivery
- Support building performance optimization through commissioning and performance verification.
- Assist in developing quality metrics that enable project teams to evaluate execution and identify opportunities for improvement.
- Provide technical insight into the performance and operational reliability of energy-consuming systems.
Client Engagement
- Engage directly with clients to communicate commissioning objectives, progress, findings, and achievements.
- Communicate technical issues and recommended corrective actions clearly to project stakeholders.
Practice Development and Continuous Improvement
- Support the development and continuous improvement of commissioning methodologies, tools, and standards.
- Contribute to project delivery standards that promote consistent, high-quality work across the team.
Qualifications
Education:
- Bachelor's degree in Mechanical Engineering, Electrical Engineering, Architectural Engineering, or a related engineering discipline from an ABET-accredited program.
Experience:
- Minimum 5 years of direct commissioning experience or related experience with controls, mechanical, electrical, life safety, or building envelope systems.
- Demonstrated experience leading commissioning teams on complex projects.
Preferred project experience includes:
- Healthcare facilities
- Life Sciences
- Central utility plants and district energy systems
Professional Certifications (Preferred):
- Certified Commissioning Professional (CCP)
- CxA Certification
- Certified Energy Manager
- Professional Engineer (PE) license.
Technical Expertise:
- Strong knowledge of commissioning processes and building systems including:
- Air handling systems
- Chilled water and heating systems
- Heat pump systems
- Laboratory HVAC systems
- Central utility plants
- Power distribution systems
- Emergency power and generator systems
- UPS systems
- Electrical acceptance testing
- Building automation systems (BAS)
- Sequence of operations verification
- System integration and performance optimization
- Commissioning Standards Expertise
- Familiarity with commissioning standards and best practices including:
- ASHRAE commissioning standards (ASHRAE 0 and ASHRAE 202)
- Building Commissioning Association commissioning guidelines
- National Electrical Testing Association electrical testing standards
- National Environmental Balancing Bureau TAB procedures
- Strong attention to detail and technical problem-solving skills.
Professional Competencies:
- Demonstrated ability to lead and manage multidisciplinary teams.
- Strong analytical, organizational, communication, and multitasking skills, with the ability to manage multiple projects concurrently.
- Excellent technical and business writing skills, with the ability to communicate complex building performance and sustainability concepts clearly.
- Self-motivated and capable of managing priorities in a dynamic, fast-paced environment.
Working Conditions

The employee is frequently required to stand; walk; and reach with arms and/or hands. Base Salary for this position is just one component of Suffolk’s total compensation package for employees. Actual salaries may be based on several factors including, but not limited to, a candidate's skill set, experience, education and other qualifications.
