Full Job Description
HGA is seeking a Commissioning Manager to support operations on mission?critical data center projects in Northern Louisiana near Monroe. This role is responsible for leading all commissioning activities from L3 readiness through L4/L5 startup, testing, documentation, and turnover while ensuring strict compliance with owner requirements, contract documents, schedule expectations, and safety standards.

Key Responsibilities
Environmental Health & Safety (EHS)
  • Demonstrate personal accountability for EHS as the highest project priority; promote and enforce an Incident?Free Environment (IFE) culture.
  • Lead and participate in safety walks, audits, and Client Executive Safety Walks.
  • Evaluate safety impacts from scheduling or production changes; escalate high?risk activities.
  • Participate in Root Cause Analyses (RCAs) and communicate findings to field teams.
  • Maintain compliance with OSHA 30 and NFPA 70E.
Commissioning Leadership & Execution
  • Serve as primary liaison with the Owner's third?party Commissioning Agent.
  • Lead/participate in daily commissioning coordination meetings.
  • Plan, manage, and execute L3-L5 commissioning phases, including startup, functional testing, and turnover.
  • Oversee and resolve Level 4 & Level 5 commissioning issues.
  • Coordinate commissioning needs with superintendents, QA/QC, L3 coordinators, and trade partners.
  • Support development, review, and execution of deferred commissioning CMOPs.
  • Ensure commissioning activities align with the project schedule and contractual milestones.
Scheduling, Scripts & Documentation
  • Manage L3-L5 commissioning microschedules, including updates in Smartsheet.
  • Coordinate commissioning script requirements with the third?party Cx Agent.
  • Schedule and lead commissioning script page?turn reviews (Bluebeam).
  • Ensure finalized scripts, test records, and documentation are uploaded to ACC Build / BIM 360 Field.
  • Track commissioning metrics, readiness scores, and quality indicators.
Vendor, OFCI & MOFE Coordination
  • Assist OFCI and MOFE Managers with vendor support for L4/L5 commissioning.
  • Coordinate vendor site visits to ensure:
    • Equipment readiness
    • Safe startup execution
    • Minimal interference with construction activities
  • Confirm L1-L3 equipment compliance prior to commissioning.
Stakeholder & Team Leadership
  • Build and maintain strong working relationships with:
    • Owner construction & facilities teams
    • Third?party commissioning agents
    • Trade partners & vendors
  • Mentor, train, and coach commissioning staff.
  • Support staffing plans and manpower coordination with the third?party Cx Agent.
  • Promote a positive, collaborative project culture.
Contract, Trade & Process Management
  • Understand and enforce contract requirements, including Division 01 commissioning obligations.
  • Manage impacts from PRs, CCDs, and bulletins.
  • Ensure trade partners are properly onboarded and aligned with commissioning expectations.
  • Maintain effective document control, change management, and knowledge?transfer processes.
  • Apply Best Builder Framework (BBF) competencies.
Meetings & Coordination
  • Lead or participate in:
    • Morning third?party coordination syncs
    • L2/L3 microschedule meetings
    • Weekly QA/QC meetings
    • Daily commissioning meetings
    • OAC & client coordination meetings
    • ACC issue?resolution sessions
  • Represent commissioning in VDC, cost, and operations meetings.

Qualifications:
Education
  • Bachelor's degree in Mechanical Engineering, Electrical Engineering, Construction Management, or related field,
    OR equivalent mission?critical commissioning experience.
Experience
  • 10+ years in mission?critical or data center construction.
  • 5+ years in a commissioning leadership role (Manager, Lead Cx Engineer, Senior Cx Engineer).
  • Experience managing L3-L5 commissioning phases.
  • Proven experience working with:
    • Third?party commissioning agents
    • OFCI/MOFE equipment & vendors
    • Hyperscale or colocation data center programs
Technical Knowledge
  • Strong understanding of electrical & mechanical mission?critical systems.
  • Expertise in commissioning workflows, scripts, testing protocols.
  • Understanding of construction sequencing, critical path, and startup readiness.
  • Ability to read/interpret:
    • Drawings & specifications
    • Submittals & RFIs
    • Commissioning plans & test scripts
Tools & Platforms
  • Proficient with:
    • ACC Build / BIM 360
    • Bluebeam
    • Smartsheet
    • Commissioning documentation platforms
Preferred Qualifications
  • Mission?critical commissioning on hyperscale campuses.
  • Advanced commissioning certifications (BCxA CCP/ACP or equivalent).
  • Experience coordinating large cross?functional teams in high?stakes startup environments.
