JOB OVERVIEW

GENERAL PURPOSE
Performs inspections of residential and commercial construction projects to ensure compliance with adopted codes, including electrical, structural, plumbing, mechanical, and energy conservation standards. With regular attendance, this position interprets and enforces the provisions of the National Electrical Code, International Residential Code, and International Building, Mechanical, and Plumbing Codes through plan reviews and field inspections to verify that new and improved construction meets County adopted codes, standards, and regulatory requirements.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES

ESSENTIAL DUTIES
• Conduct field inspections for compliance with applicable codes and County adopted standards and identify potentially dangerous construction practices and hazards.
• Verify all public and private structures and spaces are safe and sanitary for occupancy.
• Issue danger closed notices for vacant and/or hazardous structures.
• Implement proper inspection procedures at all inspections and/or work sites.
• Issue verbal or written orders for the correction of violations and infractions.
• Enforce applicable building and zoning regulations.
• Interpret codes and regulations to owners, contractors, and the public.
• Investigate, document, and resolve complaints concerning code violations.
• Review building permit applications for compliance and applicable building and zoning code.
• Ensure compliance with lockout/tagout procedures by properly securing and verifying equipment to prevent accidental energization during maintenance or repair activities, in accordance with safety regulations and departmental policies.
• Perform other duties as assigned.
MINIMUM QUALIFICATIONS
MINIMUM QUALIFICATIONS
• High school diploma or G.E.D.
• 2 years of experience in building inspections, mechanical, or general construction trades.
• Must possess and maintain a Nebraska journeyman electrical license.
• Must possess and maintain an ICC/ICBO or IAEI electrical inspection certification required by the State of Nebraska.
• Must have or be able to obtain all ICC certifications for residential and commercial inspections pertaining to building, plumbing, and mechanical code within 4 years of employment.
• Must be able to and maintain a Onesite Wastewater Treatment certification within 6 months of employment.
• Have and maintain a valid Driver's License, as well as meet eligibility requires of "acceptable driving standards" as defined by the County.

• Experience with reading and comprehending 1-line diagrams, 3-line diagrams, and trade blueprints.
• Ability to maintain situational awareness and consistently recognize jobsite hazards to ensure personal safety.
• Knowledge of the National Electrical Code and related federal, state, and local building, electrical, mechanical, plumbing, and energy codes.
• Knowledge of inspection techniques and safety procedures applicable to electrical and combination building inspections.
• Skilled in identifying electrical, structural, plumbing, and mechanical code violations and ensuring corrective actions.

While performing the duties of this job, the employee is frequently required to walk/move about, stand/remain erect, maneuver about in construction sites, operate/manipulate equipment (e.g. use hands to finger, handle, or feel objects, tools, or controls), ascending/descending and positioning self (e.g. climbing, stooping, kneeling, crawling, bending, crouching, and reaching). The employee is occasionally required to sit/remain stationary. The employee must occasionally lift and/or move up to 50 pounds.
Required sensory abilities include vision, hearing, smell, and touch. Visual abilities, correctable to normal ranges, include close and color vision as well as the ability to adjust focus. Communication abilities include the ability to talk (i.e. verbal exchange / exchange information) and hear (i.e. exchange information accurately) within normal ranges.
Work is performed regularly in outside weather conditions during day-shift hours, however hours may occasionally include evenings, weekends, and holidays. The employee is frequently exposed to inclement weather conditions. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, and risk of electrical shock. Work may be fast-paced when dealing with multiple priorities, and/or time constraints. Noise levels typically range from quiet to moderate.
