Job Description
Description
SAIC is currently seeking a Cloud DevOps Engineer Senior. This position will serve as a primary technical engineer leading the enterprise-wide migration of Atlassian Jira and Confluence instances from a managed Data Center environment to Cloud SaaS/Atlassian Government Cloud (AGC). Additionally, this role provides operational and maintenance support for the agency's enterprise DevSecOps shared services pipeline and infrastructure hosted within Amazon Web Services (AWS).
The ideal candidate possesses deep hands-on expertise with Atlassian Cloud Migration Assistant tools, Atlassian Government Cloud (AGC) FedRAMP compliance, pipeline automation, CI/CD toolchain administration, and AWS Cloud infrastructure management.
Overview of Responsibilities:
1. Atlassian Data Center to Cloud Migration (Primary Focus)
Pre-Migration Assessment: Execute the Cloud-to-AGC pre-migration checklist (C2AGC), evaluating site prerequisites, organization/site readiness, administrative access, and AGC-specific architectural constraints.
Inventory & Asset Mapping: Perform full audit and mapping of
Jira projects (50 + projects / ~25 K issues) and
Confluence spaces (40+ spaces / ~20k pages),
User accounts, security schemes, attachments, custom workflows, automation scripts, Marketplace apps, and custom API integrations.
Vendor & App Coordination: Assess Marketplace application compatibility in AGC, establish manual data migration strategies where automated paths are unavailable, and align vendor support windows for cutovers.
Test Cycles & UAT: Conduct at least two end-to-end test migration cycles onto the AGC test environment, coordinate User Acceptance Testing (UAT), log/triage defects, and optimize cutover execution timelines.
Runbook & Cutover Execution: Author detailed step-by-step production cutover runbooks, rollback/contingency procedures, communication templates, and on-call rosters. Execute live migration scripts during scheduled maintenance windows to ensure zero-data-loss go-live.
Post-Migration Hypercare: Provide immediate operational support post-cutover, remediate broken links/integrations, validate permissions, and finalize handover to standard operations.
Toolchain O&M: Administer, patch, and maintain the enterprise shared DevSecOps toolset hosted on Linux servers, including GitHub Enterprise Appliance, CloudBees Jenkins (Ops Center, controllers, agents), SonarQube, JFrog Artifactory, and Invicti.
Pipeline Integration: Support application development teams in configuring, troubleshooting, and optimizing automated CI/CD deployment pipelines incorporating static/dynamic security scanning.
Security & ATO Support: Implement security best practices to maintain Authority to Operate (ATO) for shared services DevSecOps tooling, access controls, and blue/green deployment models.
3. Cloud Infrastructure & Infrastructure as Code (IaC)
AWS Cloud Management: Design, build, and maintain efficient, scalable cloud infrastructure in AWS (EC2, VPC, Load Balancers, API Gateway, Lambda) using Infrastructure as Code (CloudFormation / Terraform).
Automation & Monitoring: Implement automated server backups, security monitoring, logging, and environment patching using shell scripting (Bash, Python) and configuration management tools.
Qualifications
Required Qualifications:
Total IT Experience: Minimum 10+ years within Information Technology, with a focus on application delivery, systems administration, or software engineering.
DevOps / Cloud Experience: Minimum 6+ years of direct experience implementing DevOps pipelines and administering supporting toolsets within AWS environments.
Atlassian Migration Expertise:
Direct hands-on experience migrating self-managed Jira Data Center and Confluence Data Center instances to Cloud SaaS / Atlassian Government Cloud (AGC).
Demonstrated proficiency using Jira Cloud Migration Assistant (JCMA), Confluence Cloud Migration Assistant (CCMA), and evaluating Marketplace app data migration paths.
Familiarity with FedRAMP Moderate/High compliance, Atlassian Access/Guard, SAML/SSO integration, and AGC deployment architecture.
CI/CD & DevSecOps Tools: Proficiency configuring and maintaining CloudBees Jenkins (Ops Center and agent nodes), GitHub Enterprise, SonarQube, JFrog Artifactory, and security scanning tools.
Proficient in shell scripting (Bash, Python) and Infrastructure as Code.
Preferred Qualifications:
AWS Certified Developer - Associate OR AWS Certified Solutions Architect / DevOps Engineer - Professional
Atlassian Certified University Professional (ACP) certifications (e.g., ACP-CA, ACP-MJCP)
Note: Candidate must be a U.S. citizen or green card holder who has resided in the U.S. for at least 3 years and the ability to obtain a public trust.
