Residence Requirements:
THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. This examination will fill future vacancies at the Erie County Medical Center Corporation.


If you pass the examination, your name will appear on the continuous eligible list for one year. After one year, your name will be removed from the list. You may apply for retest at six month intervals.
Examples of Duties
Assists in planning, organizing, implementing and evaluating clinical pharmacy programs;

Utilizes clinical knowledge and guidelines to apply best practice models to patient directed pharmacotherapy;

Advises the prescriber, nurse and patient regarding the contents, therapeutic action, utilization and possible adverse reactions or interactions of prescribed drugs;

Documents cost savings/avoidance and patient care interventions;

Works with applicable departmental staff to track and manage pharmaceutical utilization, costs and prescribing trends to identify opportunities for improvement and outcome measures of related initiatives;

Develops and implements pharmacy staff development programs to support clinical service initiatives and promote the professional growth of the pharmacists;

Develops educational programs for medical and nursing staff to promote optimal medication utilization, positive patient outcomes and cost containment initiatives;

Participates in patient care rounds to facilitate a proactive approach to optimal pharmaceutical management;

Participates in clinical research and primary literature publications;

Participates in the orientation of new staff: serves as preceptor/mentor of pharmacy students, interns and residents;

Participates in staff performance evaluations; develops clinical competencies;

Delegates assignments to staff that are within their scope of practice and provides the maximum utilization of personnel;

Researches new concepts and patterns for innovative staffing patterns;

Completes various reports for department and hospital use;

Serves on various committees.

Minimum Qualifications
MINIMUM QUALIFICATIONS:

Graduation from a regionally accredited or New York State registered school of pharmacy; and both:

1. One (1) year of clinical pharmacy experience*; and

2. Completion of one (1) year of an approved post-graduate pharmacy residency accredited by the American Society of Health-System Pharmacists (ASHP).

NOTE 1: *One (1) year clinical pharmacy experience may be waived if the applicant has either: a) Certification in clinical pharmacy**; or: b) Completion of two (2) years of an approved post-graduate pharmacy residency as accredited by the American Society of Health-System Pharmacists (ASHP).

NOTE 2: **Certification must be maintained throughout duration of appointment.

NOTE 3: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting fulltime experience requirements.
SPECIAL REQUIREMENTS:
Possession of a license to practice as a Pharmacist as issued by the New York State Department of Education at time of appointment and maintenance of licensure throughout duration of appointment; or: Eligibility for licensure by reciprocation as a Pharmacist with the New York State Department of Education and full licensure within three (3) months of appointment and appointment and maintenance of licensure throughout duration of appointment;

and,

Certification in clinical pharmacy within six (6) months of appointment and maintenance throughout duration of appointment.

Subjects of Examination:

The only subject of examination will be an evaluation of your training and experience. You are therefore, asked to include in your application a summary of all pertinent training and experience in sufficient detail so that your background may be evaluated against the duties of the position.

In your summary of training include all college course work, formal in-service training, and seminars you have attended. You must specify either the number of credits received or the number of contact hours and dates of attendance. Also include a copy of your professional license. Specify the date that your license was first issued.

In your summary of experience, you must specify the dates of your employment, the number of hours worked per week, your title, and the main duties for each. Be specific; vagueness and ambiguity will NOT be resolved in your favor. Candidates who submit incomplete applications or documentation may be disqualified.

A medical examination may be required before appointment.

VERIFICATION OF QUALIFICATIONS: Candidates may be investigated or called for an interview to determine whether they qualified for appointment. In addition to meeting specific requirements, candidates and appointees must be of good moral character and habits.

BACKGROUND INVESTIGATION: Candidates may be subject to a thorough background investigation to determine suitability for appointment. Applicants may be required to authorize access to educational, employment, criminal history and other records check as part of such investigation. Criminal convictions or other offense are subject to evaluation and may result in disqualification. Applicant will be required to submit the necessary fees for the fingerprint processing, where required.

VETERANS: Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively, added to their earned scores if successful in the examination. You should claim these credits when you file application but you have an option to waive them any time prior to appointment. If you have already used these credits you may not claim them again. This examination is prepared by the New York State Department of Civil Service and held in compliance with the New York State Civil Service Law and the rules and regulations of the New York State Department of Civil Service.

HEALTH BENEFITS

Erie County offers comprehensive health insurance plans through the Labor-Management Healthcare Fund (LMHF), administered by Univera Healthcare. Eligible employees can choose from the following plans:
  • Enhanced Plan (POS 202)
  • Core Plan (POS 203)
  • Value Plan (POS 204)

Plan Details:
  • Value Plan (POS 204): This is the default plan for all employees hired after January 1, 2018. These employees are required to contribute 15% of the plan's premium through pre-tax payroll deductions.
  • Enhanced Plan (POS 202) & Core Plan (POS 203): Employees opting for these plans must pay the difference in cost between their selected plan and the employer's contribution toward the Value Plan.
  • Bronze High Deductible Plan (POS 8200): Available to all employees regardless of hire date, the County covers 100% of the premium for this plan. It features a $2,000 individual / $4,000 family deductible and includes preventive services covered in full.

Dental Insurance:

Dental insurance is provided through EmblemHealth. The County pays 100% of single coverage and 90% of family coverage, up to an annual allotment.

Health Flexible Spending Account:

Erie County offers a Health Flexible Spending Account (FSA), allowing employees to set aside up to a maximum amount set by the IRS each year in pre-tax dollars for eligible medical, dental, and vision expenses.

PAID TIME OFF
  • Holidays: 11 paid holidays annually.
  • Vacation Leave:
    1. Starts at 10 days per year, increases to up to 30 days with seniority.
    2. Can be accrued up to 20 days; unused vacation is payable upon separation.
    3. Up to 60 hours of unused vacation time can be sold back annually, subject to minimum balance requirements.
  • Sick Leave:
    1. Accrues at 13 days per year (Four hours per pay period).
    2. Unused sick leave may be accrued up to 225 days.
  • Personal Leave:
    1. Four days per year.

RETIREMENT

New York State and Local Employees' Retirement System
  • Eligible full-time employees are enrolled in the New York State and Local Employees' Retirement System (ERS), administered by the Office of the State Comptroller. An employee's tier is determined by their date of membership; employees who joined on or after April 1, 2012, are classified as Tier 6 members.
  • Tier 6 members are required to contribute between 3% and 6% of gross reportable earnings for all years of public service. Contribution rates are determined based on annual wage and are adjusted annually on April 1.
  • Tier 6 members become vested after 5 years of credited service, with an option to retire as early as age 55.

Deferred Compensation Plan

Erie County offers a 457(b) Deferred Compensation Plan administered by Corebridge Financial (formerly AIG/VALIC). This plan is a voluntary, employee-funded program designed to supplement an employee's retirement savings. Employees can contribute up to 100% of their salary on a pre-tax or Roth after-tax basis, not exceeding the annual IRS limit. (For 2025, the contribution limit is $23,500.)

WORK SCHEDULE
  • Employees work a standard schedule that includes a paid half-hour lunch period each workday.
  • Eligible employees receive overtime pay at one and one-half times their regular rate for hours worked beyond their standard work schedule. Alternatively, employees may opt to accrue compensatory time in lieu of overtime pay, up to a maximum of 80 hours.
  • Shift Differential Pay: Employees working non-standard shifts receive an additional $1.50 per hour.
