About the Position

We're seeking a Claims and Change Specialist to support large, heavy-civil infrastructure programs, including highways, roads, bridges, transit (both rail and bus), international airports, and water/wastewater projects delivered through both traditional and alternative methods. Your primary focus will be supporting claims analysis, contract administration, and change management activities associated with complex infrastructure construction projects, including contract research, change control, commercial management support, and coordination with project controls and construction management teams.

This is a long-term, full-time, on-site position located in New York, NY.

Responsibilities may include, but are not limited to, the following:
  • Support the review of contractor notices, change requests, contract modifications, and related documentation through contract research and claims analysis.
  • Assist in evaluating entitlement considerations by reviewing contract requirements, technical documentation, project records, and applicable procedures.
  • Draft correspondence related to contract changes, requests for clarification, and change management activities for management review.
  • Prepare written summaries, analyses, and supporting documentation outlining contractual considerations, findings, and key project issues.
  • Support administration of the change control process in accordance with contract requirements, project procedures, and established change management practices.
  • Review and track change requests to help ensure compliance with contractual requirements, documentation standards, and established timelines.
  • Compile, maintain, and organize supporting documentation associated with change requests, including cost, schedule, technical, and project controls information.
  • Maintain accurate records of change orders, approvals, correspondence, negotiations, and supporting documentation within project tracking systems and change logs.
  • Coordinate with estimators, schedulers, project controls teams, construction management staff, contractors, and stakeholders to facilitate the collection and organization of information related to proposed changes.
  • Schedule and coordinate change management meetings, prepare meeting materials, and document action items, decisions, and follow-up activities.
  • Assist in the preparation and review of change proposal requests and related documentation.
  • Support change order negotiations by coordinating meetings, preparing materials, documenting discussions, and tracking outcomes.
  • Assist in ensuring change management activities comply with applicable contract requirements, procurement guidelines, project procedures, and audit requirements.
  • Organize and maintain project records to support internal and external audits related to contract compliance and change management activities.

Minimum Qualifications
  • Bachelor's degree in engineering, construction management, business, or related field, or equivalent combination of education and experience.
  • 2-5 years of experience supporting claims analysis, contract administration, change management, project controls, commercial management, or construction management activities on large infrastructure, transportation, transit, rail, aviation, or heavy civil construction projects.
  • Experience reviewing and interpreting construction contracts, specifications, change orders, contract modifications, notices, and other project documentation.
  • Experience supporting change management, contract administration, project controls, commercial management, or claims-related activities on design-build and/or alternative delivery projects.
  • Experience coordinating with estimators, schedulers, project controls teams, construction management teams, contractors, and project stakeholders.
  • Demonstrated experience in technical writing and project documentation.
  • Experience maintaining detailed project records, logs, correspondence, and supporting documentation.
  • Experience using Oracle Primavera Unifier or similar project controls, contract management, or change management software (Unifier preferred).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).

Preferred Qualifications
  • Master's degree in construction management, engineering, or business.
  • Experience supporting claims analysis, contract administration, change management, or commercial management on major transit, rail, tunnel, underground, or heavy civil infrastructure programs.
  • Experience supporting owner's representative, PMCM, program management, or construction management assignments.
  • Experience supporting design-build contracts exceeding $100M in construction value.
  • Experience supporting contract change negotiations and commercial management activities.
  • NYC agency, public transportation, or major capital infrastructure program experience.

Compensation Details

Expected Salary: $115k-$145k/year ($55-$70/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate's level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
