POSITION SUMMARY:
The Civil Estimator / Project Manager is responsible for preparing accurate and competitive estimates for civil construction projects, including excavation, grading, site servicing, underground utilities, storm, sanitary and watermain installations, and other civil scopes related to industrial, commercial, and institutional developments. Following the project award, this role is responsible for managing project execution, including cost control, scheduling, procurement, subcontractor coordination, change management, and project closeout.
The role works closely with the Civil Superintendent, clients, consultants, subcontractors, suppliers, and internal teams to ensure projects are delivered safely, on schedule, within budget, and to Company quality standards. This role supports successful project planning and execution for both internal Wales McLelland projects, municipal projects and external civil clients.
RESPONSIBILITIES
Estimating & Tendering
- Review and analyze tender documents, drawings, specifications, and geotechnical reports to determine project scope and requirements
- Prepare quantity take-offs and pricing for excavation, grading, underground utilities, storm, sanitary and watermain systems, labour, materials, equipment, and subcontracted work
- Prepare cost estimates, bid summaries, pricing breakdowns, and tender submissions
- Solicit and evaluate subcontractor and supplier quotations
- Identify scope gaps, project risks, and value engineering opportunities
- Monitor procurement platforms and other sources for tender opportunities
Project Planning & Pre-Construction Support
- Participate in pre-bid meetings, site visits, and post-bid reviews
- Support project budgeting, change pricing, cost tracking, and estimate revisions
- Maintain estimating files, historical cost data, and unit pricing databases
Project Management & Execution
- Manage assigned civil construction projects from award through closeout
- Develop and maintain project schedules, execution plans, budgets, and cost forecasts
- Monitor project financial performance, productivity, risks, and opportunities
- Lead procurement activities, including subcontractor and supplier negotiations, awards, purchase orders, and subcontract agreements
- Manage change orders, progress claims, invoicing, and project reporting
- Ensure compliance with Company health and safety requirements, contract obligations, and quality standards
- Coordinate project activities with the Civil Superintendent, clients, consultants, subcontractors, suppliers, and regulatory authorities
- Attend project meetings and site visits as required
- Maintain project documentation and coordinate project closeout, including turnover and warranty documentation
Coordination & Relationships
- Build and maintain positive working relationships with clients, subcontractors, suppliers, consultants, and internal teams
- Collaborate with the Civil Division to ensure estimates and project execution reflect current market conditions, construction methods, and productivity standards
QUALIFICATIONS
- Post-secondary education in Civil Engineering, Construction Management, Civil Technology, or a related field is preferred
- Minimum 3-5 years of experience in civil construction estimating, project management, or related civil construction experience
- Experience in estimating excavation, backfill, grading, underground utilities, storm, sanitary and watermain systems, site servicing, and civil site development projects preferred
- Experience in preparing estimates for municipal civil projects and public tenders is considered an asset
- Strong knowledge of civil construction methods, underground utility installation, municipal servicing requirements, construction sequencing, equipment, and productivity factors
- Experience managing civil construction projects, including budgeting, scheduling, subcontractor coordination, procurement, and change management
- Ability to read and interpret construction drawings, specifications, and contract documents
- Experience with estimating software and the Microsoft Office Suite
- Strong organizational, analytical, and time management skills
- Ability to work under pressure and manage multiple bids, projects, and deadlines simultaneously
- Strong written and verbal communication skills
