The City of Portland Bureau of Environmental Services (BES) is seeking a
Civil Engineer (Engineer-Civil) to join the Construction Management team within the Sewer, Stormwater and Restoration Division (SSRD). The SSRD Construction Management team manages a capital construction portfolio of approximately $80 million annually of municipal sewer and stormwater infrastructure. As a member of this team, this position will administer construction contracts, coordinate project teams, resolve project issues, and uphold the Core Values of the City of Portland. This position works with and coordinates City resources including engineering planning and design, procurement, public involvement, health and safety, testing and inspection, and bureau leadership to deliver successful projects.
What you'll get to do: - Oversee the execution of construction contracts from procurement through construction and warranty phase, ensuring the City and contractors fulfill their contractual obligations.
- Provide constructability reviews of municipal utility infrastructure project plans and specifications.
- Serve as a subject matter expert (SME) on sewer construction methods, construction contract administration, and risk mitigation strategies.
- Verify adequate safety measures are employed within the project area to ensure the safety of contractors, City employees, and the public.
- Oversee the work of technicians and/or oversee and coordinate the work of consultants, along with providing engineering support to other bureau teams.
To Qualify Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications: 1.
Experience with heavy civil and/or underground utility construction and project management, and/or contract administration and project management.

Ability to communicate effectively with diverse internal and external stakeholders and ability to work collectively to promote an equitable workplace environment.
3.
Experience in contract administration including procurement, construction documentation, change management, and tracking project schedule and budget.
4.
Knowledge of legal guidelines for public works engineering and experience reviewing, preparing or directing the preparation of complex plans, specifications, and legal contracts.
5.
Experience in planning and managing difficult engineering-related projects including performing technical research & analyzing complex engineering/mathematical problems; evaluating alternatives and adopting effective courses of action.
Additional Requirements - A valid state driver's license may be required for certain assignments.
- Oregon State Board of Engineering Examiners and Licensed Surveyors (OSBEELS) PE License required within six months from the date of hire
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a degree in civil, mechanical, electrical, chemical, structural, traffic or fire protection engineering;
AND four years of responsible professional engineering experience; or an equivalent combination of training and experience.
