Full Job Description
As a Civil Design Manager for PCL Solar Constructors USA Inc. in Katy, Texas, you'll have the opportunity to drive innovative civil design solutions from concept to construction while leading high-performing teams to success.

Responsibilities

Civil Engineering & Design Leadership
  • Lead civil design development for utility-scale solar projects, including grading, drainage, stormwater management, erosion and sediment control, access roads, foundations, and site development.
  • Review and challenge engineering assumptions, calculations, and deliverables to ensure practical, cost-effective, and constructible solutions.
  • Manage and direct Engineers of Record (EORs), geotechnical consultants, environmental consultants, and specialty engineering firms throughout project execution.
  • Review detention basin sizing, culvert designs, floodplain impacts, and drainage reports.
  • Evaluate alternative design approaches to optimize project costs while maintaining permit compliance, long-term site stability, and environmental performance.
  • Coordinate civil design interfaces with electrical, structural, substation, transmission, and renewable energy systems.
  • Provide technical oversight of SWPPP development, stormwater permitting, erosion and sediment control design, and environmental compliance strategies.
  • Ensure compliance with federal, state, county, and local stormwater regulations and permitting requirements.
  • Maintain working knowledge of varying state-specific stormwater requirements, including permitting, post-construction stormwater controls, erosion prevention measures, and environmental commitments.
  • Drive implementation of lessons learned regarding stormwater management and environmental risk mitigation.
  • Manage performance of external engineering consultants and EORs to ensure quality, schedule, budget, and contract requirements are achieved.
  • Lead technical review meetings and facilitate resolution of design discrepancies, constructability concerns, and engineering risks.
  • Challenge assumptions and recommendations using engineering judgment, construction experience, geotechnical data, and project-specific conditions.
  • Ensure design decisions are appropriately documented, validated, and aligned with project objectives and owner expectations.

Project Execution & Risk Management
  • Identify and manage design-related risks impacting cost, schedule, procurement, constructability, permitting, and construction execution.
  • Review and understand owner requirements, EPC contracts, consultant agreements, and risk allocation strategies.
  • Support value engineering initiatives throughout project life cycle.
  • Participate in constructability reviews and ensure field requirements are incorporated into design development.
  • Monitor design progress and maintain alignment between engineering deliverables and construction schedules.
  • Coordinate geotechnical investigations, corrosion assessments, foundation recommendations, pile design criteria, and site-specific civil requirements.
  • Review project-specific design criteria and engineering studies to ensure consistency across all disciplines.
  • Develop and maintain strong relationships with owners, consultants, permitting authorities, contractors, and internal stakeholders.
  • Lead lessons learned programs focused on civil engineering, stormwater management, environmental compliance, and constructability improvements.
  • Mentor and develop engineering and project staff through coaching, technical guidance, and professional development.
  • Stay current on industry trends, evolving stormwater regulations, renewable energy development practices, and emerging design technologies.
  • Promote a culture of proactive risk management, accountability, safety, and continuous improvement.


Qualifications

  • Bachelor's Degree in Civil Engineering or related engineering discipline.
  • Professional Engineer (P.Eng. / PE) designation preferred.
  • 7-10+ years of progressive engineering and project delivery experience, including utility-scale solar projects.
  • Strong knowledge of civil site design, grading, drainage, stormwater management, hydrology, hydraulics, and erosion and sediment control practices.
  • Extensive experience reviewing SWPPPs, H&H studies, drainage reports, detention basin designs, floodplain analyses, and environmental permitting requirements.
  • Experience managing and directing external Engineers of Record (EORs), engineering consultants, and multidisciplinary design teams.
  • Thorough understanding of state and local stormwater regulations and permitting requirements across multiple jurisdictions.
  • Experience interpreting geotechnical investigations, foundation recommendations, soil corrosion studies, and constructability impacts.
  • Strong understanding of project risk management, construction methods, cost optimization, and design integration for utility-scale solar facilities.
  • Knowledge of construction contracts, engineering agreements, permitting processes, and regulatory compliance requirements.
  • Excellent leadership, communication, stakeholder management, and negotiation skills.
  • Proven ability to challenge technical assumptions and drive practical engineering solutions that balance compliance, cost, schedule, and constructability.
