Job Description
We are currently seeking an experienced CI/CD Pipeline Administrator to support the development, administration, security, automation, and continuous improvement of software delivery environments supporting the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD).
This position will administer and support the organization's GitHub Enterprise environment and Continuous Integration/Continuous Delivery (CI/CD) pipelines used to build, test, secure, package, and deploy software applications.
The successful candidate will work closely with application developers, cybersecurity professionals, system administrators, database administrators, cloud/infrastructure personnel, and customer stakeholders to establish reliable, secure, automated, and repeatable software-delivery processes. This individual will maintain the tools and infrastructure supporting the software development lifecycle, standardize repository and pipeline configurations, troubleshoot build and deployment issues, and help implement DevSecOps practices consistent with Navy cybersecurity requirements.
Essential Job Responsibilities
• Administer, maintain, secure, and support GitHub Enterprise environments, organizations, repositories, teams, and associated development services.
• Manage user permissions, role-based access, repository access, authentication, and other security controls within GitHub Enterprise.
• Establish and maintain branching strategies, protected branches, pull-request requirements, code-review processes, release procedures, and repository standards.
• Develop, configure, maintain, and troubleshoot GitHub Actions workflows supporting automated software builds, testing, security scanning, packaging, and deployment.
• Design and maintain CI/CD pipelines supporting applications throughout the software development lifecycle.
• Manage GitHub-hosted and self-hosted runners, including configuration, security, availability, capacity, software dependencies, updates, and connectivity to approved development environments.
• Develop reusable workflows, pipeline templates, automation scripts, and configuration standards that promote consistent development and deployment practices across multiple projects.
• Automate repetitive development, build, testing, security, configuration, and deployment activities using appropriate scripting and automation technologies.
• Integrate automated unit testing, code-quality analysis, dependency scanning, vulnerability scanning, secrets detection, approval gates, and other cybersecurity controls into CI/CD pipelines.
• Work with cybersecurity personnel to incorporate security requirements throughout the software development and delivery lifecycle.
• Support DevSecOps practices that integrate software development, cybersecurity, testing, infrastructure, and operations.
• Configure and maintain secrets, credentials, certificates, tokens, service accounts, and other pipeline dependencies using approved security practices.
• Support controlled application deployments to Microsoft Azure, Azure App Service, on-premises environments, development/test environments, and other approved hosting platforms.
• Monitor pipeline execution, identify failures and performance issues, troubleshoot root causes, and implement corrective actions.
• Troubleshoot build, test, packaging, integration, and deployment failures across development environments.
• Coordinate with development, infrastructure, database, cloud, and cybersecurity teams to maintain reliable pipeline dependencies and deployment environments.
• Assist development teams with repository configuration, workflow development, pipeline troubleshooting, and adoption of standardized DevSecOps practices.
• Support source-code management, versioning, release management, configuration management, and artifact-management processes.
• Participate in infrastructure and application modernization efforts involving automated build and deployment capabilities.
• Monitor the health, performance, reliability, availability, and capacity of CI/CD infrastructure and supporting services.
• Maintain appropriate logging, auditing, monitoring, and traceability for software delivery activities.
• Develop and maintain technical documentation, standard operating procedures, configuration records, architecture diagrams, audit evidence, troubleshooting guidance, and knowledge-base information.
• Provide technical assistance, guidance, and training to developers and other technical personnel on GitHub Enterprise, GitHub Actions, CI/CD, and DevSecOps practices.
• Evaluate emerging DevOps and DevSecOps tools and technologies and recommend improvements to software-delivery processes.
• Communicate technical issues, risks, requirements, and solutions effectively with both technical and non-technical stakeholders.
Minimum Qualifications
• 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
• Must be a US citizen with the ability to obtain and maintain a security clearance for the duration of employment.
• Possess and maintain a current CompTIA Security+ certification.

Preferred Requirements
• Possess a Bachelor's degree in Electrical Engineering, Electronics Engineering, Computer Engineering, Computer Science, Information Systems, or a qualifying related field.
• Possess a minimum of three (3) years of professional experience in systems administration.
Physical Requirements
Office, industrial, or shipboard environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances. Lifting and moving materials may be required.
