Full Job Description
The Chief Financial Officer is the senior finance executive for a $13 million, multi-branch association and a member of the CEO's executive leadership team. The CFO owns financial strategy, the annual budget and long-range plan, cash flow and reserves, treasury and debt, program cost and margin analysis, the annual audit and all regulatory compliance, and leads the finance team that runs the monthly close, accounts payable, billing, child care subsidy and grant accounting.
The role is the staff lead to the Finance Committee and the primary financial advisor to the Board of Directors and Board of Trustees, and it carries oversight of human resources, risk management and insurance, and information technology and cybersecurity. The CFO partners with the COO and branch directors so that every branch, child care center and camp operates on a budget it understands and owns, and models the Y's core values of caring, honesty, respect and responsibility.
Work environment
Office-based with regular travel to branches, child care centers and camp. Evening Board and committee meetings; extended hours during budget season, year-end close and the annual audit. Must be able to lift up to 20 pounds occasionally.

• 8+ years of progressive financial leadership, including at least 3 years as CFO, controller or director of finance with full responsibility for close, audit and budget.
• Nonprofit accounting expertise: GAAP, fund and restricted-gift accounting, ASU 2016-14 net asset presentation, ASU 2018-08 contribution recognition, Form 990.
• Hands-on experience with grant and government-contract compliance, including Uniform Guidance; child care subsidy (ELRC/CCIS) or Pre-K Counts experience is a strong plus.
• Demonstrated experience building and sustaining operating reserves, funding depreciation through capital reserves, and running rolling cash-flow forecasts in a seasonal, multi-site organization.
• Experience presenting to and advising a board of directors and board committees.
• Experience supervising a finance team and overseeing HR, risk or insurance functions.
• Advanced Excel and financial modeling; experience selecting and implementing accounting, membership/CRM and payroll systems.
• Ability to explain financial results clearly to non-financial directors, volunteers and front-line staff.
• Pennsylvania Act 153 clearances (PA Child Abuse History, PA State Police Criminal Record, FBI fingerprint) before start date.
• Demonstrated experience with debt financing: lines of credit, bridge and term loans, covenant compliance and lender reporting.
• Program cost accounting and margin analysis experience, with a track record of using it to change pricing, staffing or program mix.
• Experience overseeing IT and cybersecurity through managed-service providers, including vendor management, security policy, backups and incident response.
Preferred
• YMCA or other multi-site, multi-entity nonprofit experience; experience with mergers, affiliations or opening new sites.
• Experience with Daxko Operations and a nonprofit ERP.
• Capital project and real-estate finance experience, including grant-funded construction.
• YMCA Organizational Leader certification, or willingness to obtain it within the first two years.
Essential Functions
Strategic financial leadership
• Serve as financial advisor to the CEO and executive team; provide forward-looking analysis, scenario modeling and clear recommendations on program economics, pricing, staffing levels and capital decisions.
• Lead the annual budget process association-wide and the multi-year financial plan; set the budget calendar, templates and assumptions, and coach branch and department directors through their budgets.
• Build and maintain program cost analyses for every line of business (child care, aquatics, camp, wellness, youth sports, membership) that show the full cost, revenue and margin of each program after allocated overhead; understand those margins in depth and use them to drive pricing, staffing, scholarship and start/stop/continue decisions with the CEO, COO and branch directors.
• Work with the CEO and COO on growth opportunities and program expansion: perform financial due diligence and modeling for mergers, new branches and child care centers, program launches, partnerships, leases, property purchases and government contract bids (for example, RFPs to operate child care centers), and recommend go/no-go based on margin, cash and capacity.
• Design and run a reserve-building system: set a Board-approved operating reserve target (for example, 3-6 months of expenses), build the annual contribution into the budget, track progress monthly and report it to the Finance Committee.
• Fund depreciation: budget an annual transfer to a capital replacement reserve at or near the depreciation expense so roofs, HVAC, pool systems and vehicles are replaced from reserves rather than debt, and maintain the capital replacement schedule that supports it.
• Own cash flow analysis: maintain a rolling 13-week cash forecast and a 12-month cash projection by branch and program, identify seasonal troughs (summer camp, child care subsidy timing, membership cycles) and act early on line-of-credit draws, payment timing and collections.
Board, committees and governance
• Serve as lead staff to the Finance Committee; prepare agendas, materials and recommendations, and follow through on committee actions.
• Prepare and present the monthly financial report and analysis to the Board of Directors and Board of Trustees; translate results into plain language for volunteer leaders.
• Advise the Boards on fiscal policy: reserves, debt, investment and endowment spending, financial assistance scales and the intentional-subsidy framework.
• Maintain relationships with external auditors, banks, investment advisors, insurers, funders and regulators.
Accounting, reporting and controls
• Oversee all accounting operations through the Accountant: general ledger, month-end and year-end close, accounts payable, bank reconciliation, payroll accounting and fixed assets.
• Review and approve monthly branch and department statements of activities and the consolidated association statements; ensure budget-to-actual reporting reaches directors on schedule.
• Oversee accounts receivable, collections, membership and program billing, ELRC/CCIS child care subsidy and Pre-K Counts billing and cost allocation through the Director of Child Care Finance; ensure those sub-ledgers reconcile to the general ledger monthly and that subsidy and contract reporting ties to the audited financials.
• Own the annual financial statement audit and single audit; ensure the prepared-by-client list is complete and on time and that findings are resolved.
• Design, document and enforce internal controls, the purchasing approval policy and segregation of duties across all branches and sites.
• Ensure timely filing of Form 990, PA charitable registration, sales/use tax, 1099s and all funder, United Way and YMCA of the USA financial reports.
Treasury, debt and investments
• Manage cash flow and liquidity across operating, payroll and restricted accounts; forecast cash weekly and maintain the operating reserve.
• Manage banking and lending relationships, lines of credit, bridge loans and term debt, including conversions, covenants, draw requests and reporting.
• Oversee endowment and investment accounts with the Trustees and investment advisors within Board-approved policy.
• Oversee the funding of capital projects and expansions end to end: build the sources-and-uses plan, structure financing (grants and matching funds, pledges, bridge loans, lines of credit, term debt), manage construction draws and pledge-backed draws, track spend against budget and report project cash position to the CEO, Boards and lenders.
Grants, contracts and restricted funds
• Oversee financial compliance for all grants and government contracts (federal, state, county, foundation and EITC), including budgets, match tracking, drawdowns, allowability and funder reporting.
• Ensure compliance with Uniform Guidance (2 CFR 200) where federal funds apply; maintain audit-ready grant files.
• Partner with development staff on grant budgets, capital campaign pro formas and pledge cash-flow forecasts; track release of donor restrictions and net asset classification.
Human resources, risk and insurance
• Provide executive oversight of the HR function: compensation structure and pay bands, benefits renewal and cost modeling, payroll, policy and handbook updates, and employment-law compliance.
• Lead risk management and safety: maintain the insurance program (property, liability, abuse and molestation, workers' compensation, D&O, cyber), manage renewals and claims, and chair or support the safety committee.
• Ensure child-protection, Act 153 clearance and HIPAA compliance where applicable to finance and HR records.
Information technology, cybersecurity and systems
• Oversee information technology for the association: manage the managed-service provider and other IT vendors, the IT budget, hardware and software lifecycle, network and Wi-Fi at every branch and site, user access and onboarding/offboarding, and the help-desk service level staff receive.
• Continuously simplify and automate close, billing, allocations and reporting; build KPIs and dashboards leadership uses to run the association.
• Own cybersecurity and data protection: maintain the written information security program, multi-factor authentication, backups and disaster recovery, staff security training and phishing testing, incident response, and cyber insurance requirements; protect member, child care, health-program (HIPAA) and payment-card (PCI) data.
• Own the finance and operations technology stack: accounting system, Daxko Operations, payroll/HRIS, banking platforms and reporting tools; lead selections, implementations and integrations.
Team leadership
• Hire, develop and evaluate the finance team; set priorities, approve timesheets and conduct performance reviews.
• Build a service-minded finance function that branch and program staff trust and use; train directors and coordinators on budgets, exception reports and approval processes.
• Serve as a visible leader in the association and the community; represent the Y with funders, partners and peer YMCAs.
Cause-Driven Leadership Competencies
Mission Advancement • Collaboration • Operational Effectiveness • Personal Growth. Models the Y's core values of caring, honesty, respect and responsibility with staff, members, volunteers and the community.
