Under the general supervision of the Cabinet Secretary, this position will serve in a vital role as a senior staff member, directing finance and fiscal administration and working closely with department heads of each team.
SAMPLE DUTIES:- Monitor all agency programs to ensure fiscal responsibilities are met and are in accordance with statutory guidelines.
- Oversee financial activities of the department, including but not limited to budget tracking, invoice payment, internal transfers, deposits and year-end fiscal reports.
- Support payroll and human resources functions as they overlap with budget and finance
- Find ways to improve financial processes and identify efficiencies by developing and implementing accounting policies
- Responsible for managing the department's budget, including real-time tracking of appropriations, fund balances, payments and deposits
- Analyze and report on financial performance year over year and run custom reports
- Manage internal controls and analyze complex financial data for specific requests, reports, and strategic planning purposes
- Oversee the financial services team, including accounts payable, accounts receivable and procurement
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED- Financial management experience
- Knowledge of state procurement and state and federal grant knowledge
- Strong analytical skills and broad knowledge of accounting principles
- Organized, detail-oriented, and excellent time management skills
- Ability to take ownership over projects and meet deadlines, ability to work collaboratively with different teams and independently
- Flexible with changing probiotics
- Ability to travel occasionally for conferences and seminars
- Proficiency in WVOasis or similar enterprise accounting software strongly preferred
- Experience and/or interest in learning new data tools and software
- Proficient in Microsoft Office and Google Workspace
This job opportunity is not in the classified service and is not covered under the Administrative Rule of the WV Division of Personnel. This position is located at the Capitol Complex in Charleston, WV and works full-time, regular business hours, Monday through Friday. It has competitive pay and benefits. Remote work is not permitted. Limited travel required.
Minimum QualificationsTraining: Graduation from an accredited four-year college or university with a major in finance and accounting. Preference of prior CFO, Controller or Director of Finance or CPA preferred.
Experience: Five (5) years of full-time or part-time equivalent paid experience in budget planning and preparation at the state, deferral or comparable level or in business administration or accounting, two of which must have been in a supervisory or administrative capacity.
Substitution: A Master's degree in public or business administration, economics, finance or computer science may substitute for one year of the required experience.
