Given the complexity of RCMA's funding and operational structure, the organization seeks an experienced executive leader capable of providing strategic oversight of both finance and administration. Candidates with demonstrated experience managing federal and state grants, particularly those supporting early childhood education and nonprofit organizations, are highly desirable.

PURPOSE OF POSITION: The Chief Financial Officer (CFO) is a newly established senior executive reporting to the Chief Executive Officer (CEO) and serving as a strategic partner to the CEO and Board of Directors. The CFO holds overall responsibility for the fiscal integrity, grant compliance, administrative operations, and long-term financial sustainability of the organization. The role consolidates financial leadership and enterprise administration, finance and accounting, grants management, information technology, payroll, facilities, procurement, risk, and compliance into a single accountable executive, creating clearer ownership and a more efficient senior leadership structure.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; however, other duties may be assigned:1. Financial Strategy and Leadership:- Serves as chief financial strategist, translating RCMA's mission and program goals into sound multi-year financial plans and forecasts.
- Advises the CEO and Board on the financial implications of program expansion, enrollment shifts, grant awards, and new funding opportunities.
- Leads the annual budgeting process and ongoing financial modeling across all programs, funds, grants, centers, and charter schools.
- Develops and monitors key financial metrics, dashboards, and analyses that support data-driven decision- making at the center, program, and enterprise levels.
2. Grants and Fund Management:- Owns financial management of RCMA's federal and state grant portfolio, ensuring full compliance with the Uniform Guidance (2 CFR Part 200) and all funder requirements, including Head Start, CCDBG, USDA, and Department of Education programs.
- Directs cost allocation methodology, negotiation and management of the indirect cost rate, grant billing, drawdowns, deobligations, and financial reporting.
- Partners with program leaders to align budgets with funder requirements and monitor grant spend-down, carryover, and match/in-kind obligations.
- Serves as the financial authority on grant applications, continuation budgets, and funder monitoring visits.
3. Accounting, Reporting, and Controls:- Oversees all accounting operations, including general ledger, accounts payable and receivable, payroll, and month-end and year-end close across a multi-fund environment.
- Ensures timely, accurate financial statements in accordance with GAAP and nonprofit standards (FASB ASC 958).
- Maintains a strong internal control environment and safeguards organizational assets across a geographically distributed operation.
- Directs the annual audit and Single Audit (Uniform Guidance) process, serving as the primary liaison to external auditors and resolving findings promptly.
4. Administrative and Operational Leadership:- Provides executive oversight of information technology, facilities, and procurement across all centers, charter schools, and administrative offices.
- Establishes and improves administrative systems, policies, and infrastructure that scale with a multi-county, multi-site operation.
- Leads technology strategy, including financial and grant-management systems, data security, and business continuity planning.
5. Risk Management and Compliance:- Oversees enterprise risk management, insurance, and organizational compliance programs, with particular attention to the regulatory demands of federally funded early childhood programs and school districts for charter schools.
- Ensures adherence to all regulatory, contractual, and tax requirements, including timely filing of Form 990 and related filings.
- Develop and maintain policies governing finance, administration, procurement, and internal operations.
6. Governance, Treasury, and Board Engagement:- Staff the Finance, Audit, and Investment Committees of the Board and present clear financial reports and recommendations to the Board of Directors.
- Manages banking relationships, investments, reserves, debt, and cash/treasury functions
7. Team Leadership:- Fosters a culture of accountability, collaboration, transparency, and continuous improvement.
REQUIRED EDUCATION AND EXPERIENCE:- Bachelor's degree in accounting, finance, business administration, or a related field.
- Minimum of 10 years of progressively responsible financial leadership experience, including senior leadership at an organization of comparable size and complexity ($75M+ budget).
- Demonstrated expertise in nonprofit and fund accounting and government grant compliance (Uniform Guidance / 2 CFR Part 200); hands-on experience with federal grant-funded programs.
- Experience directing audits, including Single Audits, and presenting to boards and finance committees.
- Strong knowledge of GAAP and nonprofit financial reporting standards.
- Proven leadership of multi-disciplinary administrative functions across a distributed, multi-site organization.
PREFERED QUALIFICATIONS: - CPA and/or MBA.
- Experience with Head Start / Early Head Start, CCDBG, USDA, or Department of Education funding streams.
- Experience in early childhood education, child care, human services, or a mission-driven human-impact organization.
- Familiarity with indirect cost rate negotiation, cost allocation plans, and complex multi-funder environments.
- Charter school finance experience
- Bilingual (English/Spanish)

OTHER REQUIREMENTS:- Flexibility to work outside standard business hours, occasional evenings, and varying daytime shifts during weekdays, and some weekend work is required, especially at year-end and during reporting deadlines.
- Must be willing to travel locally and statewide for work-related duties, or attend trainings, and other job-related activities, as needed.
- Must be at least 21 years of age and must possess or be able to obtain a Florida driver's license and have a driving record that meets RCMA's insurance carrier requirements.
- Ability to collaborate effectively with staff, families, professionals, and community partners.
This position is anchored to our State Office but offers the flexibility to work from other area offices throughout the state.
