SUMMARY:
The Chief Financial Officer (CFO) is responsible for planning, organizing, directing, and assessing all matters relating to the Hospital's finances, budgeting, reporting, information management, and contracting activities. The CFO is charged with the responsibility of safeguarding the Hospital's assets along with assuring accuracy and the timely reporting of statistical, financial, and aggregated data and information.
ESSENTIAL FUNCTIONS:
- Provides effective leadership to the organization, and specifically to Hospital Administration, the Board of Directors, and the management team to ensure that the District's fiscal and information services activities are directed in a manner consistent with the Mission, Vision, and Value Statements of the organization.
- Maintains appropriate and accurate records of all Hospital financial transactions, and furnishes appropriate reports to management, Board of Directors, and outside regulatory agencies.
- Oversees the preparation of annual Operating and Capital budgets and directs the ongoing compliance with such budgets. Additionally, directs the annual development and presentation of the District's five year Strategic Financial Plan.
- Manages the Hospital's cash and investment programs in a manner which optimizes safety of the investments, return on the investments, and liquidity of the investments.
- Ensures that Hospital patient billings are recorded accurately, that bills are produced promptly, and the collections are made in an optimal and timely manner.
- Provides a comprehensive materials management program encompassing efficient selection, acquisition, distribution and accounting for all Hospital supplies and equipment.
- Oversees all reporting and management of Medicare, Medi-Cal, and other third party payor programs.
- Provides a patient registration and admission process that is timely, efficient, and in alignment with the Hospital's Mission and Value Statements.
- Oversees the Hospital-wide Information Management Systems and all related operational activities, ensuring timely and accurate data gathering and reporting to assist in the District's decision-making and management processes.
- Assures the appropriate preparation and maintenance of patient medical records in accordance with Title 22 and JCAHO standards
- Responsible for the oversight, development, and maintenance of all Hospital contracting activities, including directing all managed care and third party payor arrangements and programs.
- Secures appropriate insurance coverages, including property and liability insurance protection for the District.
- Maintains leadership role in the planning, organizing, maintaining, and assessment of the District's Corporate Compliance Program & Plan.
- Actively participates and/or provides leadership for various Hospital committees/teams. Participates in all Board of Directors meetings and serves as staff to the Board Finance Committee.

EDUCATION, KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE:
- Master's degree in Business Administration (MBA) or Certified Public Accountant.
- Minimum of 3-5 years of experience as CFO or the equivalency in hospital finance.
- Proficient use of personal computer.
- Must possess administrative skills and demonstrate ability to participate in strategic decision-making and problem-solving processes. Must demonstrate favorable interpersonal and relational skills so as to effectively influence and interact with members of the Board of Directors, hospital management team, medical staff, patients, representatives from outside professional organizations, and members of the general public.
- Must exhibit exemplary organization, planning, and prioritization skills to effectively fulfill the expectations of a senior manager.
