About the Role: Job Summary
The Chief Compliance Officer reports directly to NGHS CEO and is responsible for overseeing the operations of NGHS Ethics, Privacy, and Internal Audit Compliance program in NGHS hospitals. The Vice President of Compliance provides leadership on ethics and compliance matters. The Chief Compliance Officer works with senior leadership to implement policies, procedures, and practices designed to ensure compliance with all applicable healthcare laws, rules and regulations. The Chief Compliance Officer is a member of NGHS senior leadership team and provides leadership to the system-wide initiatives and ensures that compliance program initiatives are implemented and championed across the organization.

Licensure or other certifications:
Educational Requirements: Master's Degree in Healthcare Administration or related field required. or Law degree; experience with electronic health information systems; experience with health information confidentiality management
Minimum Experience: At least 8-10 years of compliance, legal, financial and/or audit leadership experience in a healthcare setting, as well as demonstrated understanding of effective Corporate Compliance & Privacy programs Healthcare management experience. Knowledge of state and federal healthcare law, rules, regulations, including HIPAA, Stark and Anti-Kickback statutes.

Essential Tasks and Responsibilities
Implement, supervise, and promote compliance with the Code of Conduct and associated policies throughout the enterprise, including the enterprise Board of Directors Conflict of Interest polices.
Oversee the implementation and administration of the Corporate Integrity Agreement with the CEO.
Assess educational needs of enterprise employees and direct the development of instructional programs for the organization, including the Compliance Oversight Committee, the Executive Team and the Board of Directors.
Develop goals and objectives for compliance activities and develops quarterly reports to the Compliance Oversight Committee and the Board of Trustees
Assist in the develop and monitoring of corrective measures of compliance issues.
Oversee the Compliance Hotline and other compliance reporting mechanisms and direct the investigation of reported issues, assigning review by legal counsel and other departments as necessary
Conduct and/or supervise coding/billing and other audits on an appropriate basis
Prepare annual budget for operating and capital expenses
Develop and implement a risk assessment program
Design and implement a comprehensive compliance program that addresses federal and state requirements inclusive of: HIPPA, Stark, and Anit-Kickback
Assess compliance educational needs of enterprise and design and deliver the training
Develop audit and monitoring program to measure effectiveness of compliance
Works closely and collaboratively with leaders from Human Resources, Legal, Medical Staff and other departments to facilitate the development, implementation, communication and enforcement of privacy policies throughout the system.
Works with Legal Services to establish a process for the management of business associates, ensuring that all business associate contracts contain language which provide for compliance with regulatory requirements.
Advises the organization about current privacy and security legislation. Assists General Counsel in dealing with various self-regulatory initiatives, such as Hi-Ethics and the Internet Healthcare Coalition's eHealth Code of Ethics. Originates white papers regarding health information privacy and security
Monitors, and as necessary, coordinates compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends
Identifies potential areas of compliance vulnerability and risk, develops and implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future
Monitors the day-to-day compliance activities.
