Title:
Change Control Specialist

The Change Control Specialist directs, evaluates, and enforces IT Service Management (ITSM) change control processes across enterprise IT systems and distributed test infrastructure supporting the Test Resource Management Center (TRMC). Operating in a fully remote capacity, this specialist manages the lifecycle of all Requests for Change (RFCs), mitigating operational risks to test ranges, high-fidelity computing environments, and mission-essential shared services.

The role requires strong operational alignment between enterprise Service Desk functions and formal change governance. The candidate must possess demonstrable administration and tracking proficiency in both ServiceNow and Jira Service Management, ensuring rigorous auditing, scheduling accuracy, and compliance with federal defense standards.

Key Responsibilities
  • Change Governance & CAB Facilitation:
    • Schedule, prepare, and chair weekly Change Advisory Board (CAB) and urgent Emergency Change Advisory Board (ECAB) meetings virtually across multi-region time zones.
    • Rigorously review Requests for Change (RFCs) for risk categorization, dependency mapping, schedule conflicts, implementation procedures, test validation evidence, and rollback plans.
    • Maintain and publish the Forward Schedule of Change (FSC), proactively identifying collisions across operational networks, development environments, and active test events.
    • Coordinate Post-Implementation Reviews (PIR) for high-impact or failed changes to determine root cause and feed remediation steps back into continuous process improvement.
  • ITSM Platform Tracking & Administration:
    • Manage and maintain change workflows, templates, dashboards, and automated approval routings within ServiceNow and Jira Service Management.
    • Enforce strict configuration baseline records and audit-ready data tracking across both platforms.
    • Build custom queue filters, SLA tracking metrics, and weekly KPI reports addressing change success rates, unauthorized change identification, and emergency change velocity.
  • Service Desk & Operational Integration:
    • Partner directly with Tier 1/2/3 Service Desk and Incident Management teams to monitor ticket volumes, correlating unexpected incident spikes with recent production changes.
    • Standardize cross-platform ticket linkages between Jira Service Management incident queues and ServiceNow change records.
    • Author, maintain, and publish user guides, Standard Operating Procedures (SOPs), and Knowledge Base (KB) articles educating technical teams on change submission protocols.


Required Qualifications
  • Clearance: Must possess an active U.S. Secret Security Clearance at time of application/hire.
  • Work Arrangement: Must reside within the Continental United States (CONUS) with a dedicated, secure home office space and reliable high-speed internet.
  • Experience:
    • 5+ years of dedicated experience in IT Service Management (ITSM) with primary emphasis on formal Change Control/Change Management.
    • Direct hands-on background in IT Service Desk operations, ticket queue triage, and incident lifecycle management.
    • Advanced operational proficiency with ServiceNow (Change Management module, CMDB configuration tracking, Incident Management integration).
    • Advanced operational proficiency with Jira Service Management (service projects, custom workflows, automation rules, component/release tracking).
    • Proven capability to lead CAB discussions, evaluate complex rollback technical plans, and enforce change discipline across distributed engineering teams.


Preferred Qualifications
  • Education:
    • Bachelor's degree in Information Technology, Computer Science, Management Information Systems, or a related technical discipline.
    • An additional 5 years of relevant IT experience will be considered in lieu of a degree.
  • Certifications:
    • ITIL® 4 Foundation or higher (ITIL Managing Professional or Practice Manager - Change Enablement preferred).
    • DoD 8570/8140 IAT Level II Baseline Certification (e.g., CompTIA Security+ CE, CySA+, or equivalent).
    • ServiceNow Certified System Administrator (CSA) or Certified Implementation Specialist (CIS).
    • Atlassian Certified Professional (ACP) in Jira Service Management / Jira Project Administration.
  • Domain Knowledge:
    • Familiarity with DoD IT environments, Defense Information Systems Agency (DISA) STIG requirements, and NIST SP 800-53 security controls.
    • Prior experience supporting defense test and evaluation (T&E) infrastructures, range networks, or High-Performance Computing (HPC) environments.


Basic Compensation: $125,000 - $160,000 (For Maryland Only)
The offered rate will be based on the selected candidate's knowledge, skills, abilities and/or experience and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
