Project Overview:Fab 62 is an advanced semiconductor fabrication facility for Intel Corporation, located at Intel's Ocotillo campus in Chandler, Arizona. As part of this work, the M&T team is responsible for delivering the engineering, procurement, and construction scope required to complete and finish-out a leading-edge chipmaking facility - a highly demanding environment where precision, cleanliness, schedule certainty, and coordination across thousands of craft and professional personnel are essential to success. The project supports the continued expansion of domestic semiconductor manufacturing capacity, contributing to a more resilient technology supply chain while creating significant opportunity for the local Arizona workforce. Job Summary:The Change Control Manager leads the implementation and governance of project change management processes, ensuring effective control of scope, cost, schedule, risk, and contractual changes throughout the project lifecycle. The role provides leadership, guidance, and mentoring to project personnel while partnering with Project Controls, Project Management, Engineering, Contracts, and Risk Management to ensure project changes are effectively evaluated, approved, documented, and incorporated into project baselines. #LI-SM2
Major Responsibilities:- Lead implementation and governance of project change management processes, procedures, and tools.Ensure scope, cost, schedule, risk, and contractual changes comply with project change management procedures and approval requirements.
- Oversee project trend and change registers and monitor change status through closure.
- Facilitate change review boards and management approval processes.
- Coordinate impact assessments with Engineering, Procurement, Construction, Contracts, Cost, Schedule, and Risk teams.
- Ensure approved changes are incorporated into project baselines, forecasts, performance reporting, and project controls processes.
- Analyze change trends and provide management with insight into potential impacts and emerging risks.
- Develop and present change management metrics, trend analyses, forecasts, and status reporting to project and executive leadership.
- Identify and implement improvements to change management processes, tools, systems, and reporting to increase efficiency and effectiveness.
- Lead, mentor, develop, and supervise Change Control personnel, including work assignment, performance management, training, and capability development.
Education and Experience Requirements:Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:- Strong communication, presentation, facilitation, coaching, and training skills, with the ability to influence stakeholders and present complex change issues to project leadership and clients.
- Strong understanding of Bechtel Project Controls work processes, baseline management, forecasting, trending, change management procedures, and management review practices.
- Experience with project controls and digital execution tools, including Primavera P6, EcoSys, Power BI, SharePoint, forecasting systems, and integrated Project Controls platforms.
- Significant engineering, construction, and project controls experience acquired through specialized training and practical project execution.
- Demonstrated ability to identify, analyze, and resolve project issues while successfully leading change management activities, business case evaluations, baseline trending, and project controls reviews.
- Demonstrated ability to analyze and resolve project issues while leading change management activities, business case evaluations, baseline trending, and implementation of effective change management processes across commercial and technical functions.
- EPC/EPCM experience on major programs, preferably in the semiconductor, manufacturing, or other industrial sectors.
Additional Required Knowledge and SkillsPreferred Qualifications- Experience supporting Semiconductor, Data Center, Pharmaceutical, Battery, EV Infrastructure, or other Manufacturing & Technology projects.
- Experience implementing and managing change control processes on large EPC/EPCM projects.
- Experience facilitating Change Review Boards, executive governance reviews, and management approval processes.
- Experience supporting contract change management, entitlement evaluation, and claims avoidance activities.
- Experience utilizing EcoSys, Primavera P6, Power BI, and integrated Project Controls systems to support change management reporting and analysis.
- Experience supporting projects through engineering, procurement, construction, commissioning, and startup phases.
