POSITION SUMMARY:
The City of Opa-locka seeks an experienced and highly motivated Capital Improvement Program (CIP) Manager to lead the City's infrastructure project planning, prioritization, and delivery. This advanced, full-time management position reports to the City Manager or designee and is responsible for overseeing the City's capital project portfolio.
The CIP Manager ensures projects are properly scoped, funded, scheduled, and executed while supporting long-term infrastructure planning and interdepartmental coordination. This position plays a critical role in modernizing systems, improving project accountability, and advancing strategic capital priorities for the City.

1. Capital Project Portfolio Management
• Oversee the full lifecycle of all City capital projects, from initial concept through closeout. • Analyze and evaluate project scope, schedules, budgets, cost estimates, and progress metrics. • Maintain project dashboards, earned value tracking, burn rate analytics, and forecasting tools. • Monitor consultant and contractor performance to ensure compliance with contracts, timelines, and standards.
2. CIP Budgeting & Long-Range Planning
• Lead development of the City's annual Capital Improvements Program budget and project list. • Manage and update a rolling 5-year Capital Improvement Plan, ensuring project funding aligns with fiscal capacity.
• Coordinate with Finance to forecast capital expenses, debt requirements, and multi-year funding needs. • Identify opportunities for grants, partnerships, and external funding to support capital priorities.
3. Process Development & Improvement
• Create and refine standardized workflows for capital project requests, approvals, cost controls, and change management.
• Oversee document management practices for plans, reports, contracts, and construction records.
• Implement project management tools to improve efficiency, transparency, and reporting.
• Recommend policy updates to improve CIP governance and project delivery efficiency.
4. Interdepartmental & External Coordination
• Work closely with Public Works, Building, Planning & Zoning, Finance, and other City departments.
• Coordinate with outside agencies such as Miami-Dade County, FDOT, FDEP, and utility providers. • Provide technical support and guidance to project managers, inspectors, and engineers. • Represent the City in meetings, workshops, and community briefings related to capital projects.
5. Technical & Analytical Expertise
• Utilize project management systems, GIS tools (such as ArcGIS), AutoCAD, and other design or planning software.
• Apply engineering, construction, permitting, and municipal infrastructure knowledge to support project delivery.
• Prepare reports, presentations, maps, and data visualizations for City Administration and elected officials.
• Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS:
• Strong analytical skills: cost estimating, budget forecasting, data analysis, earned value management.
• Knowledge of municipal capital planning, permitting, procurement, and construction processes.
• Proficiency in project management software, GIS systems, and engineering tools.
• Excellent communication, problem-solving, and organizational skills.
• Ability to work independently with high accountability in a fast-paced environment.
EXPERIENCE:
At least 5 years of progressively responsible project management or CIP-related experience, preferably in municipal infrastructure, engineering, or construction.
Experience managing capital projects, budgets, schedules, contractors, and consultant teams.
EDUCATION:
Bachelor's degree in Civil Engineering, Construction Management, Public Administration, Urban Planning, or a closely related field.
A master's degree or professional certification (PMP, CCM, PE) is preferred but not required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
On a continuous basis sit at a desk and/or stand for long periods of time. Frequently required to walk. Frequently required to see, hear, and talk with employees and the public. Frequently required to read and/or present documents, write or use keyboard to communicate through written means, use a calculator to compute figures. On occasion it is requested to climb or balance, stoop, kneel, crouch, or smell. Intermittently twist and reach office equipment. On occasion it is required to lift or carry weights up to 20 pounds. Specific vision requirements include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Employment At-Will
Employees have a work-at-will relationship throughout their employment. This means that employment is for an undefined period. Either the employee or the City of Opa-locka, without cause or notice, may terminate it.
