Overview

The Operational Systems Directorate (OSD) leads delivery of PNNL's 10-year, $1.2 billion campus construction portfolio- the single largest construction and modernization effort in the Laboratory's history. OSD oversees operations and facility services, maintenance, and infrastructure planning.

A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL's assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently.

The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio.

The Facilities & Infrastructure Operations (F&IO) Division is responsible for operating and maintaining PNNL's buildings, grounds, and utilities. The F&IO team includes plant engineering, fabrication, craft services, duplicating and mail services, facility program support, relocations, and receiving. F&IO is home to approximately 363 staff including more than 250 bargaining unit (union) staff.

Responsibilities

The Facilities & Infrastructure Operations Division is responsible for plant engineering, plant energy and utility operations, and facility operations for the South campus and leased facilities, North Campus and Infrastructure Operations, the Physical Science facility, and the 300 Area. In addition, the Division oversees campus infrastructure such as fabrication and craft services, duplicating and mail services, relocations, receiving, distributed services, and maintains operations of roads, grounds, and utilities for the campus.

The PNNL Campus Sustainability / Energy Efficiency Lead is a unique opportunity to make an immediate impact as Federal agencies lead by example in net-zero emission buildings, clean energy, and resilient operation targets. This position will be responsible for conducting day-to-day facility operation performance tracking/monitoring using state-of-the-art energy analytic tools to improve facility operation and reduce energy/water usage. Targeted areas include HVAC systems and controls, boiler and chiller optimization, vacuum and compressed air efficiencies, lighting controls and improvements, building recommissioning and continuous commissioning. Incorporates applicable knowledge of technical information and regulatory requirements (i.e., EISA and FEMP requirements, Energy codes, industrial safety, and radiological and hazardous material waste management) into facility operations. This position includes partnering with multiple stakeholders to maintain and improve energy efficiency, optimization and control, and energy recovery as we advance toward net zero emissions goals.

Job duties and expectations include, but are not limited to, the following:

Implementation of Comprehensive Energy and Water Evaluation and annual reporting requirements as required by the Energy Independence and Security Act (EISA) of 2007, Section 432 for PNNL site designated "Covered Facilities" every 4 years with the objective of identifying and implementing energy and water conservation measures. This includes:

• Leverage the plant diagnostic tools to generate dashboards, benchmarking and metrics that assist in attaining optimal facility performance.
• ASHRAE Level 1 Energy & Water Audits for each covered facility documented in a final report.
• Perform commissioning assessments for each covered facility that functionally test building systems control
• Routines and equipment operation. A commissioning plan and final report is generated for each facility on a 4-year cycle.
• Support annual data entry into the DOE Energy and Water Dashboard.
• Support PNNL metering program, including metering maintenance, testing, and executing corrective actions.
• Subject matter expert supporting the Energy Resiliency & Efficiency Management and Operations.
• Program as a technical expert on facility energy and water usage, including evaluation of energy-efficient equipment procurements.
• Reviews mechanical and electrical design drawings, specifications, energy reports, etc. for opportunities to optimize building systems to reduce energy and water usage and interfaces with the architects and engineering teams.
• Integrates Facility sustainability operational considerations in support of DOE and Laboratory sustainability goals.
• Supports building core teams in troubleshooting HVAC issues and optimizing HVAC energy use.
• Leverages building automation, data analytics, fault detection and diagnostics, and other various software packages to execute work, identify opportunities to reduce energy and water use, and increase overall campus sustainability.

Qualifications

Minimum Qualifications:

• BS/BA and 7 years of facility operations energy management relevant experience -OR-
• MS/MA or higher and 5 years of facility operations energy management relevant experience.

Preferred Qualifications:

• Degree in Mechanical Engineering, Electrical Engineering, Energy Resources, or related technical discipline applicable to the role.
• Energy Efficiency Practitioner (EEP), Certified Energy Manager (CEM), or Energy Management Professional (EMP).
• Experience reporting energy use in compliance with Energy Independence and Security Act (EISA) of 2007.
• Ability to work independently to complete tasks necessary to meet deliverable schedules.
• Proficient in the use of Excel for data analyses and preparation of graphics for reporting.
• Knowledge and experience using the following software: JCI Metasys building automation systems and EnergyCAP.
• Knowledge and experience using the following or similar software: MAXIMO, AutoCAD, and SkySpark.
• Thorough understanding of HVAC equipment, central utility plant operations, air-side distribution, hydronics, and lighting controls.
• Knowledge interpreting HVAC and Plumbing Sequence of Operations.
• Prior direct experience managing energy programs at a DOE National Laboratory, federal campus, or higher-education research site.
• Knowledge of load management.
• Knowledge of Facility Operations at DOE laboratories.
• Excellent written and oral communication skills.

This position involves access to sensitive systems and information. U.S. Citizenship is required. Pacific Northwest National Laboratory is subject to the Department of Energy Unclassified Foreign Visits & Assignments Program site, information, technologies, and equipment access requirements.
