This is a Cactus Wellhead position and is located in Houston, TX.

Job Summary: The Director, Health, Safety & Environmental (HSE) provides strategic leadership for Cactus Wellhead's HSE function across manufacturing facilities, service centers, field operations, and other operating locations. This position is responsible for developing and executing the HSE strategy; leading the HSE Management System; ensuring compliance with applicable regulatory, customer, and company requirements; and partnering with executive and operations leadership to strengthen HSE culture, reduce risk, and improve overall business performance. The Director will champion a proactive, learning-based, and interdependent safety culture that supports operational excellence and protects employees, contractors, customers, communities, and the environment.

Essential Functions, Roles, and Responsibilities: Essential duties and responsibilities include the following. Other Duties may be assigned.
Strategic Leadership & Culture
  • Lead the development, implementation, and continuous improvement of the company's HSE strategy, objectives, and annual operating plan in alignment with business priorities.
  • Partner with executive leadership, regional leadership, plant leadership, and service operations leadership to embed HSE expectations into daily operations and drive shared accountability for results.
  • Promote and sustain a strong HSE culture through leadership engagement, field presence, employee involvement, open communication, and continuous learning.
  • Serve as a key advisor and change agent to operational leaders on HSE risks, compliance obligations, and performance improvement opportunities.
HSE Management System & Compliance
  • Direct the development, implementation, maintenance, and continual improvement of the Cactus HSE Management System (HSEMS), including policies, standards, procedures, programs, forms, and governance processes.
  • Ensure compliance with applicable federal, state, and local regulatory requirements, customer requirements, industry standards, and internal company expectations.
  • Oversee HSE audits, inspections, assessments, and compliance reviews, and ensure timely closure of corrective and preventive actions.
  • Monitor regulatory changes, emerging industry standards, and best practices; provide guidance to leadership on implications for the business and implementation requirements.
Risk Management & Operational Support
  • Ensure effective hazard identification, risk assessment, and risk mitigation processes are established and consistently applied across manufacturing, service, field, and support operations.
  • Support safe execution of operations by partnering with leaders on management of change, safe work practices, contractor management, capital projects, facility changes, and operational readiness activities.
  • Provide HSE oversight and technical support for significant operational risks, environmental aspects, occupational health exposures, and emergency preparedness and response programs.
Incident Management, Performance & Continuous Improvement
  • Lead or oversee the investigation of significant incidents, injuries, near misses, and environmental events to ensure root causes are identified, lessons learned are communicated, and effective corrective actions are implemented and sustained.
  • Establish, monitor, and communicate leading and lagging HSE performance indicators, trends, and balanced performance measures to drive accountability and continuous improvement.
  • Ensure HSE recordkeeping, reporting, and data integrity are maintained to support regulatory compliance, customer reporting, internal reporting, and strategic decision-making.
  • Facilitate organizational learning events, management reviews, and action plan follow-up for significant incidents, trends, and recurring exposures.
Training, Communication & Engagement
  • Lead the development and implementation of HSE training, awareness, and communication programs to strengthen workforce capability, engagement, and accountability.
  • Reinforce critical HSE expectations through safety alerts, toolbox talks, leadership messaging, and employee engagement initiatives.
  • Support leadership teams in fostering an environment where concerns are raised, lessons are shared, and employees actively participate in improving HSE performance.
Leadership of the HSE Function
  • Lead, develop, mentor, and evaluate HSE staff to build a high-performing organization capable of supporting business growth, operational excellence, and changing regulatory requirements.
  • Establish clear expectations, goals, and development plans for HSE personnel and provide coaching to strengthen technical capability, business partnership, and leadership effectiveness.
  • Support resource planning, budgeting, and prioritization for HSE initiatives, staffing, and strategic improvements.
General
  • Practice safe work habits and comply with all quality, safety, health, and environmental policies, procedures, programs, and regulations.
  • Perform special projects and other duties as assigned.

Education, Training, Experience:
  • Bachelor's degree in Engineering, Environmental Science, Industrial Hygiene, Occupational Safety and Health, or a related technical field required.
  • Minimum of 10-15 years of progressive HSE experience in oil & gas manufacturing, service, industrial, or other high-hazard operations, including experience leading teams and supporting multiple sites or regions.
  • Experience partnering with operations leadership in a fast-paced manufacturing and/or field service environment preferred.

Certifications, Licenses, Registrations:
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Hazardous Materials Manager (CHMM), Registered Environmental Manager (REM), or similar professional certification preferred.
  • Valid driver's license and ability to travel to field, branch, and manufacturing locations as required.

Job Knowledge, Skills, Abilities:
  • Strong knowledge of OSHA, EPA, DOT, and other applicable HSE regulatory requirements and compliance frameworks.
  • Strong working knowledge of HSE Management Systems, compliance audits, inspections, and corrective/preventive action processes.
  • Demonstrated expertise in hazard identification, risk assessment, incident investigation, root cause analysis, and action plan development.
  • Ability to analyze HSE data, trends, and KPIs and translate findings into practical improvement strategies.
  • Strong leadership, coaching, communication, facilitation, and organizational influence skills.
  • Ability to communicate effectively with employees, managers, customers, contractors, and regulatory agencies at all levels of the organization.
  • Proficient in Microsoft Office applications and HSE reporting/analytics tools; Power BI and other data visualization tools preferred.
  • Strong business acumen with the ability to align HSE priorities with operational and financial objectives.

Supervisory Responsibilities: Select, lead, develop, train, coach, and evaluate HSE personnel engaged in implementing, monitoring, and improving HSE programs, compliance processes, and risk reduction initiatives. Provide leadership and direction to ensure the organization has the capability, consistency, and support needed to safely manufacture products and deliver services in alignment with customer requirements and company objectives.
