Position Overview DataSoft Technologies is seeking an experienced
Senior Business Analyst to support
Spartanburg County Information Technologies on a new Cybersecurity Program and Documentation Recovery initiative.
This position will serve as a key
discovery and analysis lead, working closely with IT leadership, technical teams, subject-matter experts, and County stakeholders to identify documentation gaps, capture institutional knowledge, analyze current-state processes, and transform complex technical and operational information into clear, structured business-analysis artifacts.
The successful candidate will bring extensive business analysis experience in complex IT environments and be comfortable working directly with technical SMEs across areas such as infrastructure, applications, cybersecurity, service delivery, systems, and operations.

About the Project Spartanburg County is strengthening its technology organization through a
Documentation Recovery initiative designed to address documentation gaps, reduce reliance on institutional knowledge, improve operational resilience, and establish repeatable and maintainable documentation practices.
The Business Analyst will work across Information Technologies to:
- Inventory and assess existing technical and operational documentation.
- Interview technical subject-matter experts and County stakeholders.
- Document current-state processes, workflows, dependencies, roles, and handoffs.
- Identify documentation gaps, process risks, and opportunities for standardization.
- Develop structured analysis artifacts that can be used to create SOPs, runbooks, knowledge articles, system documentation, and recovery documentation.
- Support cybersecurity, operational continuity, knowledge transfer, disaster recovery, and long-term documentation governance.

Key Responsibilities Business Analysis & Discovery - Lead discovery sessions, interviews, workshops, and working sessions with IT teams and County stakeholders.
- Elicit, analyze, document, validate, and prioritize business and technical requirements.
- Analyze undocumented or inconsistently documented processes and convert institutional knowledge into structured, usable artifacts.
- Document current-state business and IT processes, workflows, roles, responsibilities, dependencies, handoffs, and pain points.
- Identify process gaps, documentation deficiencies, risks, inconsistencies, single points of knowledge, and opportunities for improvement.
- Facilitate review and validation sessions to ensure documented processes accurately represent County operations.
Documentation & Process Analysis - Inventory existing technical, operational, security, application, infrastructure, system, and recovery documentation.
- Create professional process maps, workflow diagrams, data/process flows, inventories, matrices, and other business-analysis artifacts.
- Develop and organize requirements and source material for SOPs, runbooks, knowledge articles, system documentation, and recovery documentation.
- Translate technical SME knowledge into clear, structured information that can be effectively used by technical writers and IT leadership.
- Collaborate closely with Technical Writers and IT leadership to support high-quality documentation deliverables.
- Maintain documentation backlogs, priorities, status, ownership, dependencies, and deliverables.
- Support documentation standards, templates, governance practices, ownership models, review cycles, and repository organization.
Stakeholder & IT Collaboration - Work directly with technical SMEs across infrastructure, applications, cybersecurity, service delivery, and other IT disciplines.
- Build strong working relationships with technical and non-technical stakeholders.
- Facilitate discussions involving complex technical processes and translate information into clear business and operational documentation.
- Manage multiple workstreams, priorities, dependencies, and deliverables with limited supervision.
- Communicate findings, risks, gaps, and recommendations clearly to stakeholders and IT leadership.
Required Qualifications - 10+ years of demonstrated Business Analysis experience in complex IT or technology environments.
- Strong experience with requirements elicitation, interviewing, facilitation, and stakeholder management.
- Advanced proficiency with Microsoft 365, including Word, Excel, PowerPoint, Teams, SharePoint, and related collaboration tools.
- Strong proficiency with Microsoft Visio for process mapping, workflow documentation, and technical/business diagrams.
- Demonstrated experience working with technical SMEs across infrastructure, applications, cybersecurity, service delivery, systems, or related IT disciplines.
- Strong written, verbal, organizational, analytical, and problem-solving skills.
- Ability to analyze complex or undocumented processes and convert institutional knowledge into clear, structured artifacts.
- Ability to manage multiple priorities, dependencies, and deliverables independently.
- Bachelor's degree in Information Technology, Information Systems, Business, or a related field, or equivalent relevant professional experience.
Preferred Qualifications Candidates with experience in the following areas are highly desirable:
- Documentation recovery, knowledge management, IT operational maturity, or process-standardization initiatives.
- Documenting cybersecurity, infrastructure, disaster recovery, business continuity, or IT service-management processes.
- SharePoint-based documentation repositories, information architecture, and documentation governance.
- ITIL, NIST, CIS, or other recognized IT/security frameworks.
- Government, public-sector, or other highly regulated environments.
- Development of SOPs, runbooks, knowledge articles, recovery documentation, process inventories, or similar operational artifacts.
- Business-analysis or professional certifications such as CBAP, CCBA, PMI-PBA, PMP, ITIL Foundation, or comparable certifications.

Work Location This is a
100% onsite position in Spartanburg, South Carolina, with light travel to County offices and facilities throughout Spartanburg County.
