Position Summary: The Division of School Facilities (DSF) is dedicated to ensuring a safe and clean environment to enable New York City Public School (NYCPS) students to concentrate on education without distraction. The Borough Maintenance Planner has full authority and accountability for the daily administration of the NYCPS maintenance operation for an assigned regional office. Performs related work.
Reports to: Director, School Facilities
Direct Reports: Borough Contract Managers, Supervisor of Mechanics, technical and skilled trade staff and support staff.
Key Relationships: Relationships will be fostered with high level senior administrators, directors and managers. Responds to correspondence from parents and school officials. May meet with Principals, Network Leaders, school administrators and external contractors to review the maintenance needs of a building.
Responsibilities Repair and Maintenance Operations
- Provides administrative and technical supervision over repair and maintenance operations, including work performed by contractual vendors.
- Plans, directs and coordinates the activities of skilled trade staff, and personnel assigned to the regional office.
- Reviews work requests submitted by custodians for work in schools and administrative buildings.
- Determines if work can be handled by internal mechanics or if work should be performed by outside contractors.
- Makes appropriate referrals for capital projects.
- Reviews the priorities of work orders and determines the appropriate action to be taken.
- Makes work decisions based on the impact the work will have on the school's ability to function and remain open.
- Reviews progress reports from Supervisor of Mechanics and trade supervisors.
- Monitors work progress through the various stages of work completion.
- Approves material and equipment requests from supervisors and makes recommendations to the Director, School Facilities.
DSF Facilities Policy and Strategic Planning
- Prepares presentations to the Director, School Facilities and participates in the formulation of policy, in conjunction with other Borough Maintenance Planners.
- Develops, formulates and implements Work Management Best Practices to increase productivity, utilizing cost effective procedures and time management of personnel.
- Evaluates work procedures and makes adjustments and changes to continuously improve the cost effectiveness of the maintenance and repair operation.
Operations Support
- Prepares budget proposals for area office and administers the allocation of funds to assigned units taking into consideration cash flow, current supply levels and projected work requirements.
- Oversees and monitors Personal Service overtime and OTPS budgets which includes general expenditures and mechanic materials.
- Ensures that assigned personnel follow the policies and procedures established by the NYCPS and DSF.
Qualification Requirements: Minimum Nine (9) years of full-time satisfactory experience doing field work as an inspector; supervisor, manager or consultant in building maintenance, construction, or installation of electrical, heating, ventilation, air conditioning or sanitary equipment, at least 18 months of which must have been in a supervisory, managerial or consultative capacity. Education leading towards a Baccalaureate degree in engineering or architecture from an accredited college may be substituted for the work experience described above on a year- for- year basis, up to a maximum of three (3) years of experience. However, candidates must have the 18 months of supervisory, managerial or consultative experience described above. Preferred - Experience in management and communication roles within large organizations.
- Strong interpersonal, organizational and spoken communication skills.
- Extensive and successful experience in all aspects of organizational management.
- Expert ability to communicate strategy.
- Detailed working knowledge of how to manage large scale programs.
- Ability to prepare written reports and presentations clearly and concisely.
- Capability in implementation of policies and procedures on a department wide scale.
Salary : $155,000 - $165,000
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
