Bilingual (Spanish) & Non-bilingualJail Care Coordinator to join our team.

The Jail Care Coordinator supports adults in custody with severe and persistent mental illness (SPMI) who may be deemed unable to aid and assist in their own defense. They meet clients in jail to assess needs, develop care plans, and connect them with community resources to help divert further legal system involvement when possible. This role collaborates closely with forensics and jail staff, attorneys, Medicaid/CCO's, behavioral health, substance use disorder, and medical providers, housing system partners, and other agencies as indicated. After release from custody, the care coordinator will briefly support clients to ensure service connection with the goal of reducing recidivism. This position may also occasionally provide general consultation and education for corrections system partners regarding the behavioral health system. Work will be performed both at the Washington County Jail and in the community.
Bilingual Positions: Designated bilingual positions require that the incumbent have knowledge of another language (primarily Spanish) besides English. It is required to possess precise writing skills (including spelling, grammar, and punctuation), fluent speaking skills, and the ability to communicate clearly and concisely both orally and in writing. Upon successfully passing the applicable proficiency assessments in a selected language, positions that are eligible for
the bilingual differential pay will offer in an amount of 5% of the base pay rate, or a flat rate of seventy-five ($75) per pay period, whichever is greater. Pay periods are every two weeks.
Work Schedule:This position may be eligible for a hybrid work schedule including remote work.
Ideal Knowledge, Skills, and Abilities (KSAs):- Experience working with adults with severe and persistent mental illness
- Knowledge of behavioral health resources and systems, including Medicaid/CCO's
- Strong organizational skills and ability to prioritize and manage a variety of tasks in a fast-paced environment
- Ability to complete accurate documentation in a timely manner
- Strong collaboration skills and ability to build and maintain relationships with clients and system partners
- Ability to demonstrate patience, empathy, understanding, and strength-oriented approach
- Understanding of the needs of communities with various backgrounds in Washington County
- Knowledge based on direct experience regarding a corrections setting and/or legal system (including Aid and Assist) is preferred but not required.
- Knowledge of working with clients with dual diagnosis (Behavioral Health and Substance Use Disorders) is preferred but not required.

Minimum QualificationsEducation and Experience:- A Master's degree in Counseling, Psychology, Social Work, or related field; AND three (3) years of increasingly responsible experience in providing case management or services coordination in a human services related field.
AND - Must be certified by the Mental Health and Addictions Certification Board of Oregon as a Qualified Mental Health Professional or hold an approved clinical license and meet the criteria of a Qualified Mental Health Professional as defined in the Oregon Administrative Rules.
Additional Requirements- This position requires successful completion of background check post offer. In addition to Oregon State Comprehensive Background Checks, this position is required to successfully pass Criminal Justice Information System background checks for continuous employment and annually thereafter.
- Bilingual positions require passing both written and oral fluency assessments.
About the Division:The Behavioral Health Division has broad responsibilities as the local Community Mental Health Program (CMHP). This position will primarily serve adults in custody who have severe and persistent mental illness (SPMI) and are likely to be placed under Aid and Assist orders in the community or at Oregon State Hospital.
