Job Summary
The BEST Program Technical Environment Manager will support the adoption and implementation of a future-state Human Resource and Payroll solution by managing technical environments, configurations, data status, security, integrations, monitoring, and operational readiness throughout the program lifecycle. The role will work closely with program leadership, the Systems Integrator, product vendor, Risk and Compliance teams, and technology operations teams to define environment management standards, procedures, tools, and resources. The position will support non-production and production environments, testing, data refreshes, upgrades, operational documentation, and transition to ongoing operations.
Key Responsibilities
• Manage and support the overall configuration of each environment in coordination with the Systems Integrator and product vendor.
• Monitor user access status, data status, solution functional configuration, integration status, and operational protocols.
• Manage the timing and procedures for software upgrades and configuration updates.
• Monitor infrastructure hosting performance and oversee SaaS operations and support Service Level Agreement (SLA) metrics.
• Manage detailed environment configurations aligned with business, testing, and technical requirements.
• Support functions-specific configuration, version management, batch jobs, end-user security, and ongoing configuration activities.
• Design and implement cross-system monitoring solutions spanning cloud SaaS vendors, legacy on-premises solutions, technology services, and connected business solutions.
• Monitor operational performance of integrated systems and touchpoints, including data warehouse, SSO, reporting, time reporting, file sharing, and related services.
• Oversee operational support activities such as data backups, application and network performance monitoring, and data management.
• Provide regular environment status reports, coordination updates, and future plans to program stakeholders.
• Ensure quality and effectiveness of operational documentation.
• Support testing activities including end-to-end testing, user acceptance testing, payroll parallel testing, and pre-go-live operational testing.
• Assist with tabletop operational reviews of end-to-end go-live processes.
• Oversee ongoing systems training for system administrators and operational support staff.
• Define protocols and tools for troubleshooting systems while maintaining operational integrity and security.
• Coordinate upgrades and routine maintenance with Systems Integrator and product vendor teams.
• Manage, oversee, and communicate data refreshes across environments.
• Support maintenance and operations workstreams and help transition existing responsibilities to the future-state operating model.
• Identify operational gaps and define regular maintenance functions and procedures.
• Align managed components with the Human Resource and Payroll solution.
• Recommend best practices, procedures, and organizational structures for day-to-day system operations.
• Coordinate ongoing maintenance responsibilities, including vendor upgrades, defect fixes, and SLA reporting.
• Recommend procedures and tools to ensure consistent SLA performance, troubleshoot issues, apply patches, manage exceptions, and escalate problems.
• Support technical workstreams including data conversion, integration, security, and data oversight.
• Work with Risk and Compliance teams to recommend procedures for vendor data security and end-user security provisioning.
• Support disaster recovery testing, documentation, business continuity, and data security activities.
• Participate in the development of detailed operational procedures and processes across delivery partner environments and teams.
Required Qualifications
• Bachelor's degree in Computer Science, Systems Analysis, or a related field, or equivalent experience.
• Minimum of 7 years of overall IT experience.
• Minimum of 3 years of experience in an operations architecture or definition role.
• Experience with technical configurations, technologies, and processing environments in projects of similar size and complexity.
• Experience with system administration and monitoring for application platforms, particularly SaaS delivery models.
• Demonstrated experience leading root-cause analysis documentation and working with administrators or integration developers to drive resolution.
• Experience across large program system implementation phases, including requirements definition, unit testing, system testing, integration testing, parallel testing, user acceptance testing, go-live conversion, and post-go-live operations.
• Experience with LAN, WAN, VPN, and remote network technologies and protocols, including TCP/IP, HTTP, FTP, and Ethernet.
• Ability to learn new technologies and vendor solutions and quickly assess complexity and potential risks.
• Excellent customer service, written communication, verbal communication, and interpersonal skills.
• Experience with Agile-based operations.
• Ability to work across multiple operational delivery partners while ensuring quality and compliance.
• Demonstrated experience working in a 24x7 operational environment.
• Experience with at least one large application migration project.
Preferred Qualifications
• Experience designing and implementing Human Resource and Payroll applications.
• Experience implementing end-user security protocols within large public or private sector organizations.
• Exposure to Workday Human Resource and Payroll solutions, preferably within a government agency.
• Exposure to Workday Prism data and reporting solutions.
• Exposure to Workday user security management within a business or non-IT team.
• Experience with Software-as-a-Service cloud implementations, particularly migrations from on-premises applications to cloud delivery models.
• Experience implementing technical configurations, technologies, and processing environments for large and complex programs.
• Experience with audit, compliance, or governance activities.
• Experience creating operational materials, including procedures, processes, third-party operational oversight, ticketing processes, data flow diagrams, sequence diagrams, and network and security diagrams.
• Experience managing multiple environments within large government IT solution implementations.
• Experience with configuration management concepts and tools.
• Experience with Microsoft security tools and functions.
• Experience with Snowflake solutions and security.
